Description

The African Union (AU), established as a unique Pan African continental body, was charged with the responsibility to coordinate and provide overall guidance for the negotiations on the African Continental Free Trade Area (AfCFTA). The services sector contributes more than 50% to the GDP of African economies and carries huge potential for sustainable development on the Continent. Negotiations on trade in services (TiS) are part of the first phase of AfCFTA negotiations, consisting of General Agreement on Trade in Services, scheduling of specific commitments and regulatory cooperation. GIZ supports the AfCFTA negotiation process through technical support to the relevant AU organs. In order to complete outstanding issues on TiS negotiations and prepare a successful implementation of the agreement, the AU Commission Department of Trade and Industry (DTI) requires assistance in the form of a technical expert on TiS.

Your tasks

  • Provide appropriate technical and other AfCFTA-related advice to the chair and Member State representatives
  • Manage short-term experts to undertake subject-specific research into areas of concern
  • Undertake technical analysis of the AfCFTA TiS negotiation process
  • Advise on trade regimes to be adopted at continental level to promote cross border trade in services
  • Provide relevant and required documentation for AfCFTA Member State representatives participating in technical meetings on TiS
  • Ensure the timely production and dissemination of minutes of technical meetings on TiS
  • Produce the required inputs on issues relating to TiS negotiations to the AfCFTA support unit
  • Provide advice on dialogue and consensus-building activities with relevant services sector stakeholders

Your profile

  • Master´s degree in International Trade, Trade Law, Economics, Public Policy, Public Administration or other relevant post graduate Degree
  • Several years of experience in Trade Policy including a deep understanding of African regional integration
  • First Experience in working on Trade in Services Policy including a deep understanding of the General Agreement on Trade in Services and other TiS agreements on bilateral or regional level
  • Experience in working with services sector stakeholders
  • Familiarity with and experienced in African Union policy frameworks, institutions and processes relevant to the trade and industry agenda
  • Excellent management and interpersonal skills, high flexibility and capacity to work under pressure
  • Ability to work in a multi-cultural and multi-national environment
  • Fluent in English
