POSITION TITLE:    Partnership and Investment Analyst

DEPARTMENT:        Partnership and Investment (P&I) Directorate

REPORTS                   The Partnerships and Investment Director on general functions and operations of the Directorate and to the Innovative Jobs and Projects Senior Manager on all activities related to the Enabling Ethiopia Project.

The Jobs Creation Commission of the Federal Democratic Republic of Ethiopia is established under the Office of the Prime Minister to advance the government’s goal around employment and job creation as per proclamation 1097/2018 which determines the powers and duties of the executive organs. Subsequently, the regulation 435/2018 promulgated by the Council of Ministers mandated the commission with the authority to govern and coordinate the jobs creation agenda at the national and subnational levels.

The Jobs Creation Commission has set a clear goal of creating 3 million jobs by 2019/2020, 14 million by 2025, and 20 million jobs by 2030 through guiding the investment of government, the private sector and development partners to high-growth sectors and implementing innovative programs and targeted policy interventions in the labor market to align skills development with market needs and incentivize and support entrepreneurship and enterprise creation. In accordance with its operational mandate, the Jobs Creation Commission is organized in five departments that include Policy and Strategy, Partnerships and Investments, Data & Analytics, Innovative Jobs & Projects, Delivery Assurance and Capacity Building teams. Accordingly, the Enabling Ethiopia (EE) project is one of the initiatives in achieving the above stated goals. The successful candidate will join a team during its takeoff and have a unique chance to shape and empower the team from the very beginning. Ultimately the role will be an opportunity to ensure the success of an organization and delivery of a program that is a crucial component in the future of Ethiopia.

 JOB SUMMARY:

The Commission is looking for an outstanding Partnership and Investment Analyst with a proven-track record in project management and analytics. The Partnership and Investment Analyst will have the unique opportunity to actively contribute to the job creation agenda and the economic development of Ethiopia. He or she will be supporting a wide range of initiatives, activities and programs within the Commission, directly working as close technical assistant to the team Director and EE Project Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES:

 Job Responsibility #1: Planning and Management

  • Assisting in the preparation of the Directorate’s monthly, quarterly, semiannual and annual reports as well reports related with the Enabling Ethiopia Project
  • Assist in developing and implementing an engagement strategy for resource mobilization by mapping and engaging with key public and private sector actors. Key programmatic interventions to be planned, executed and controlled are:
    • Actively contributing to the development of the national Job Creation Strategy
    • Conducting analysis of critical issues pertaining to the Enabling Ethiopia Project activities as well as the Partnership and Investment Directorate’s priority initiatives, identifying cross-cutting and emerging issues, and proposing necessary solutions.
    • Supporting the development and updating of the mapping of private sector engagement and Donor contribution in Ethiopia.
    • Providing practical support to the Enabling Ethiopia Project activities and flagship initiatives implemented by the Partnership and Investment Directorate, to troubleshoot and “debottleneck” impediments to delivery of priorities;
    • Assisting the Partnership and Investment team in its endeavor to coordinate with the private sector and business associations as well as gathering their field-based feedbacks and inputs
    • Analyzing and Identifying the main gaps and bottlenecks in private sector investment in Ethiopia
    • Proposing strategic and high-level policy reforms that aim to maximize private sector investment and resource mobilization
    • Assisting with the coordination of other public institutions, agencies and state-owned enterprises to guide strategic investment to catalyze job creation
    • Soliciting and mobilizing resource from Donors, Private sector and philanthropies to support job creation proactively
    • Developing and implementing innovative financing mechanisms to encourage investment and job creation
  • Assisting in all communications, including but not limited to financial resource utilization periodic reports on active projects, to funding partners to the JCC.
  • Advising the team’s Director and Manager on resource mobilization maximization

Job Responsibility #3 Monitoring, Evaluation, Networking

  •  Assist in monitoring the timely execution of planned activities and budget relating to the Enabling Ethiopia Project as well as the P&I directorate along with monitoring the effectiveness and efficiency of the team coordination with other teams and units in JCC.
  • Engage with stakeholders, build networking and share networking resources within the scope of the responsibility of the Innovative and Project team.

Job Responsibility # 4 Reporting

  • Submit on his/her weekly plan and weekly personal performance reports
  •  Assist  in preparing and submitting performance reports on a quarterly basis with regards to the Enabling Ethiopia Project and P&I directorate, in addition to weekly and monthly planning and performance reports which may be required by the team director, the Commissioner’s Office and Innovative Jobs and Projects Senior Manager.

Job Responsibility #5: Others

  • Collaborate with other project team members and JCC staff.
  • Execute other activities assigned by the team’s Director and the Commissioner

Job Requirements

Education/Training

  • BA degree or master’s in computer science, Information Systems, development economics, international development, public policy, public administration or another relevant field of study

Experience

  • At least four years (for Bachelor’ Degree) / two years (for master’s degree) of relevant experience required
  • Specific experience within Government, private sector or development institutions directly working on issues relating to investment, resource mobilization, development financing and job creation would be valuable.
  • A successful private sector experience would be an asset
  • Strong quantitative and analytical skills; in addition to stakeholder and people management skills
  • A creative and entrepreneurial approach to overcoming barriers and the ability to cope in entrepreneurial environments
  • Ability to thrive in a fast-moving, start-up environment Highly collaborative management style and demonstrated success in managing and developing high-performance teams, including a clear passion and talent for training, coaching, and capacity building
