CLM – Climate Sensitive Innovations for Land Management

Since 2008, the Ethiopian government, namely the Ministry of Agriculture, operates the Sustainable Land Management (SLM) program to reverse land degradation and increase agricultural productivity in the highlands. The SLMP aims at reaching two million households in more than 7,000 micro-watersheds in Amhara, Benishangul Gumuz, Gambella, Oromia, SNNP and Tigray.

GIZ provides technical assistance to this national flagship program since its inception, at national, regional and local levels. The new program module “Climate-Sensitive Innovations in Land Management” (CLM) will run from July 2021 to June 2024). It focuses on capacity development of SLM actors through policy and institutional advisory, field-level coaching and advisory services, training, networking, piloting field activities as well as research and communications.

Contract duration:                            Until June 30, 2024  

Responsibilities & Tasks

  • Effectively collaborate with MoA and other relevant partners at expert up to management levels across thematic and institutional fields related to SLM:
  • Analyze and identify structural and policy-related barriers for implementing federal and regional SLM programs that propagate community-based watershed management through peer-to-peer / horizontal processes
  • Identify constraints on the quality and sustainability of current community-based watershed management
  • Design and lobby for innovative institutional capacity development and sector policy approaches to overcome those barriers and constraints
  • Provide guidance and support to regional project staff in the establishment of Watershed User Associations, Cooperatives and Unions for sustainable land management.
  • Provide professional support to the national SLMP coordination unit, inter alia regarding performance assessment of community-based institutions
  • Contribute to adjusting and further implementing the NRM sector capacity development strategy
  • Review and update available federal training materials related to institutional development, and facilitate training of trainers
  • Support the establishment of mechanisms for knowledge exchange and joint action at federal level
  • Design and coordinate strategic case studies and document lessons learned on institutional development for SLM
  • Prepare periodic plans and reports
  • Technically guide a team of up to 6 professionals
  • Represent the CLM project in technical discussions related to institutional development
  • Perform any other task given by the project management.

Job Requirements

Qualifications

  • MA or preferably PhD in agricultural extension, rural development, natural resource management, development studies, public sector management or social and organisational sciences
  • Excellent knowledge of English (C2, C3 preferable) and Amharic, written and spoken.

Professional experience

  • 8 years or more of professional experience as capacity development advisor of large-scale institutions for land management and /or community development
  • 3 years or more proven track record in establishing community-based organizations in the context of integrated watershed or socio-economic community development programs
  • Substantial (4 years or more), up-to-date experience in successfully working on institutional development for SLM in two or more settings
  • 5 years or more of team leadership in public sector in settings characterized by institutional change and volatility

  • Self-starter and self-organiser, ready to achieve high standards of work, as documented through steady professional growth
  • Team player with a focus on jointly achieved results
  • Ambition to make a significant contribution to Ethiopia’s SLM agenda and practice
  • Proven capacities for systemic and strategic thinking, planning and management
  • Proven ability to engage and influence stakeholders in political change (and especially public sector reform) processes
  • Excellent communication and presentation skills on different hierarchical levels, including conflict management skills
  • Qualification in Organisational or Institutional Development
  • Thorough knowledge and understanding of SLM documents (PIM, CBPWD, Exit / Sustainability Strategy, Operational Manual, etc.) would be an asset
  • Proven experience to develop and build good working relationships with development partners, government organizations and other public and private sector actors.
  • Willingness to learn independently and proactively
  • Good working knowledge of MS Office applications (Outlook, Word, Excel, PowerPoint etc.) and ICT
