Description

1.     Business Development, Partnerships and Resource Mobilizations strategies (30%): 

Ø  Devise resource mobilization strategy by analysing the country's social, economic, and political factors to set realistic targets, propose diversity in partnerships and lay the sustainable foundation for nurturing donor relations.

Ø  In close coordination with the Programme Director and close coordination with the Country Leadership Team (CLT), leads the production and updates of the Country Office (CO) funding strategy and annual plans.

Ø  Actively identifies, qualifies and systematically tracks funding and partnership opportunities in pursuit of supporting Oxfam's CO and programmes; with Oxfam Affiliates, institutional and other donors. To the Director Programs, Program Managers and CLT, makes propositions to seize them best, attract and establish new partnerships and support.

Ø  Propose diversity in partnerships at national and regional levels in close coordination with Director Programs, CLT and Program Managers to seek income growth and ensure proper role out of resource mobilization strategy

Ø  Facilitates inter-affiliate negotiations on prime applicant selection and supports the Country Director for the final decision

Ø  Collect content from the program leads and share it with the FSP team to develop capability or capacity statements to explore new markets, foundations, and target supporters.

Ø  Monitors and mentors the country office's performance on fundraising and, in consultation with the Institutional Funding Units at the PA (Partner Affiliate) level, provides the country office input into relevant monitoring tools and systems

 

2.     New business development and strategic engagement with donors and affiliates (25%):

Ø  Actively identifies, qualifies and systematically tracks funding and partnership opportunities in pursuit of supporting Oxfam's program in the region.

Ø  Seeks to grow income for the confederation through country funding opportunities and scoping new consortium partnerships with stakeholders.

Ø  Explore new income streams and innovative fundraising models with non-traditional donors, the private sector, and other philanthropies such as foundations, lotteries and trusts. Explore opportunities for other non-grant forms of funding i.e. public-private partnerships, venture philanthropy.

Ø  Contribute to diversifying donor base and agile use of different funding mechanisms (including grants, tenders, and flexible strategic finance)

Ø  Develop new business by creating, identifying and accessing new funding opportunities in support of the country as well as regional programs

Ø  Coordinates business development and funding activities with relevant Oxfam staff in-country and at the regional level, Oxfam Affiliates, and reports on progress to the Country Director and CLT.

Ø  Build the capacity of the funding unit and support country teams and partners to engage with donors and other funding opportunities.

 

3.       Bid development and compliance assurance (25%)

Ø  Prepare all necessary work in close coordination with finance and programme for Bid No Bid documents and calls with OGB for all county and multi-country proposals with realistic co-financing plans or innovative cost-share planning.

Ø  Provide technical support to the financial and program team in ensuring compliance to avoid disallowances.

Ø  Arrange in-country project inception workshops and field visits to reinforce compliance and quality in the restricted and unrestricted grants to relevant program and finance people to adhere to donor compliance.

Ø  Supports staff to adhere to funding policies and guidelines of the Oxfam confederation.

Ø  Analyze and provide advice/training to relevant staff on funding policies and formal requirements of donors

 

4.     Coordination and Grant Management (20%)

Ø  Brokering and streamlining assistance from technical advisers and donor account managers in affiliate HQs and shared services

Ø  Supports staff within the region to adhere to funding policies and guidelines of the confederation.

Ø  Provide matrix management for in-country funding function staff across the region, ensuring consistent excellence in resource mobilization from one country to another.

Ø  Take responsibility for backstopping, recruitment, risk identification, skills training and capacity building.

Ø  Foster development of best practice across the region, supporting an active community of practice amongst CFCs.

 

5.       Management (Cross-Cutting):

Ø  Help individuals and the team to achieve the objectives through day-to-day support, monthly face to face meetings. These regular team meetings include discussions of progress against objectives, giving feedback, challenges and encouragement.

Ø  Keep abreast of changing donors requirements and policies for Ethiopia to ensure that information is always up to date

Job Requirements

1.       Essential

Ø  A Graduate Degree - or equivalent - in Social Sciences, Business Administration, International Development or in relevant field of studies.

Ø  A minimum of 10 years of demonstrable experience and success working in fundraising, programme development and management in the humanitarian & development sector and 5 years’ experience at   senior level.

Ø  Demonstrable experience and success in engaging with bilateral and multilateral donors for an international agency; demonstrated ability to devise and implement resource mobilization strategies; and proven ability to identify new business opportunities and partnerships.

Ø  Proven ability to identify new business opportunities and partnerships

Ø  Experience in working with technical teams to develop program proposals that institutional donors fund

Ø  Strong networking, representational, and negotiation skills

Ø  Ability to work effectively with others in a team across institutional boundaries and business units

Ø  Proven ability to utilize talent and expertise of team members to achieve objectives

Ø  Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment

Ø  Experience of skills capacity building in relation to programme funding or related field

Ø  Superior verbal and written communications skills in English with ability to analyze and synthesize complex issues

Ø  Good familiarity with government decision-making processes, both political and technical, including budget processes, appropriation, protocols, and communications

Ø  Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs

Ø  Ability to make effective, timely decisions and take prudent risks.

Ø  Excellent computer skills, including various office applications and internet navigation

2.       Desirable

Ø  Good knowledge and awareness of issues related to Oxfam's strategic objectives and theories of change

Ø  Knowledge of Oxfam GB's internal contract management system ("PEOPLESOFT")

Understanding of the Ethiopia context and the current situation of donors and funding trends in Ethiopia and East Africa
