Overall Responsibility:
The Child Protection Case worker will be responsible in conducting all steps of the case management process for an assigned number of individual children vulnerable to abuse, exploitation, neglect and violence and their families in this process. The Case Worker will be responsible in ensuring all Child protection principles are integrated in all steps of the case management process.
Key Responsibilities and Duties:
Profile 1: Case Management
  • Provide individual case management for identified children at risk in accordance with case management cycle, tools and procedures.
  • Undertake Best Interest Assessments (BIAs) and Best Interest Determinations (BIDs) for unaccompanied, separated and other children at risk in order to understand the nature of the child/family’s protection concerns and needs, identify coping capacities and provide recommendations
  • Establishment and implementation of care plans for children at risk – manage cases in line with SOPs, adhere to standard documentation processes and follow best practice guidance
  • Referral and follow up to other service providers
  • Management of case files and reports in accordance with case management and information management tools
  • Regularly monitor and support to children and families at the center and through home visits, providing guidance, advice and emotional support, community mediation and referrals
  • Provision of psychosocial first aid (counselling) to children at risk at the JRS Children’s Center
  • Participate in weekly case management meeting
  • Submit reports of activities as required by supervisors (could be weekly, or on different basis);
Profile 2: Case Management (Focal point for Refugee Outreach Volunteers)
  • Manage Refugee Outreach Volunteer programme (Children and Youth) and support the  Refugee Outreach Volunteers from seven refugee communities:
  • Convene individual monthly case management meetings with ROVs at JRS
  • Provide guidance and case management support to ROVs, including through on-the job training (joint home visits)
  • Closely work with ARRA, UNHCR and other partners in the urban programme to support ROVs to undertake protection referrals
  • Assign ROVs to new cases of identified children at risk in accordance with a matching process
  • Monitor progress of ROVs working on individual cases
  • Manage case files and reports of ROVs in accordance with case management and information management tools
  • Keep track of newly identified, pending and closed cases
  • Organize, together with UNHCR monthly Refugee Outreach Volunteer meetings
  • Provide training and capacity building for the ROVs
  • Participate in weekly case management meeting

Profile 3: Child Empowerment
  • Set up and management of community-based child protection structure (two child parliaments)
  • Design of activities and structured discussions held on regular basis (bi-weekly) with children in child parliaments
  • Support design and implementation of activities with small scale “Child Empowerment Fund” initiated by the two child parliaments
  • Oversee activities at child friendly space at Child Protection Center
  • Development of diversified child friendly activities in the Child Protection Center based on children’s feedback and ideas – with support of social workers (refugees)
  • Prepare and update the list of items to be purchased at CFS when needed and coordinate with logistics department on all procurement needs;
  • Organization of educational trips for children
  • Development of life skills curriculum and provision of life skills training for adolescents and youth
  • Organization of vocational training for adolescents and youth
  • Organization of livelihood program for youth
  • Organization and management of English and Amharic language classes at the Child Protection Center
  • Organization of regular study support (catch up classes and homework support) to adolescents and youth
  • Organization of community-wide events which are planned and implemented jointly with children
General duties of case workers of all profiles:
  • Support JRS social workers in the identification of children at risk at the center
  • Ensure coordination and confidential information sharing with Case management supervisor, implementing partner organisations and community-based child protection groups and networks, as well as other relevant stakeholders in Addis Ababa
  • Perform any other duties assigned by the supervisor
Required No.:  Two (2)

Level: V I

Employment: 12 months, possibility of extension depending on availability of funding and performance

Job Requirements

Minimum Requirements

  • B.A/B.Sc. with 6 Years’ experience or MA or MSc degree with 3 years of relevant and progressive experience working in Child Protection, mental health related field, Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Educational Background: Sociology, Social Work, Public Health, Development, related Fields
  • Demonstrable technical expertise in the assessment, design, and delivery of responses to pre-existing and emergency induced Child protection needs
  • Experience in supervising individual and group counselling for diverse groups
  • Strong organizational and supervisory skills
  • Honest, hard-working, and self-motivated
  • Strong interpersonal skills and ability to work within different cultural environments
  • Strong written and communication and presentation skills in English and the relevant local language
  • Ability to work within a team structure or independently, flexible, and can cope with stressful workload
  • Leveraging the resources of JRS-Ethiopia and partners/ building strategic alliances and partnerships
  • Knowledge of project cycle management and sphere standards.
  • Demonstrated experience and capacity in conducting data analysis and interpretation.
  • Excellent organization, time and general management skills
  • Critical thinking, strong analytical skills and objective judgments.
  •  High degree of competency using MS Office, MS Teams, Excel, PowerPoint, Word and e-mail communication
