BACKGROUND:

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery-oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private, and development sectors partners across the country.

POSITION SUMMARY:

The Civil Engineer is responsible for overseeing and managing the delivery of construction works under the ATA Project.  He/she will work in close coordination with regional officers and External Construction Consulting firms, procurement officers, project team, and other actors defined in the contract agreement for quality, timely and cost-effective implementation of contractors in course of execution of various civil works contracts and consultancy assignments for effective and efficient completion of contracts. In General, the procurement consultant is also expected to be involved in effective planning, organizing, and problem-solving skills together with the ability to lead, motivate and influence others is considered essential, as are strong communication skills (both written and verbal).

ESSENTIAL DUTIES:

  • Ensure delivery of quality construction works to ATA.
  • Formulate and prepare complete and well-defined contract agreements, close coordination with the ATA legal advisor.
  • Monitor implementation thereof review deliverables and manage contract changes.
  • Work closely with procurement officers to prepare bid documents, evaluate bids related to construction works, bidders list and submits recommendations to the selection committee(s), including inquiry preparations, request for bids, and recommendations for award of contract as per the public procurement guidelines.
  • Perform technical review on specifications to ensure clarity, completeness, and exactness, and to remove restrictive descriptions so as to ensure competitive bidding procedures are achieved.
  • Organize and maintains both national and regional data and indicators pertinent to policy research.
  • Communicate to procurement director on issues concerning specifications, engineering interpretations and explanations, supply of items, and items of work, and offer recommendations on reviewing specifications.
  • Provide technical advice on aspects of the works, when necessary, work closely with the Financial team to ensure proper documentation and certification of payment requests and timely processing of payments due to contractors and consultants.
  • Review design of construction works, including off-site and on-site infrastructure based on national standards and international practices.
  • Prepare construction implementation schedules by studying project plans and specifications; calculating time requirements; sequencing project elements.
  • Properly document all contract-related communications and documents, including preparation and maintenance of a contract’s management register
  • Oversees construction work requirements in terms of labor, equipment, and materials in respect to the construction work and enforces implementation and supervision works accordingly.
  • Prepares and submits engineering budget estimates and cost breakdown for construction projects and propose adjustments as needed for existing construction projects.
  • Works closely with external Architectural & Engineering consultants to ensure construction consistency across regions.
  • Assures the quality of construction works delivered by the construction firms is up to standard.
  • Recommend areas of action on an immediate and long-term basis.
  • Oversee and direct construction projects from conception to completion.
  • Works closely with external construction consultants to ensure construction operation consistency across regions.
  • Undertakes complex calculations, technical and feasibility studies including site investigations and resolving design and development problems.
  • Researching and providing estimates for projects, Plan, design and inspect construction work of various civil projects.
  • Oversees design and construction aspects of assigned civil projects.
  • Assesses the potential risks of specific projects, as well as undertakes risk management in specialist roles.
  • Monitoring and optimizing safety procedures and regulatory compliance.
  • Manages budgets and other project resources and ensures that a project runs smoothly and that the structure is completed on time and within budget.
  • Corrects any project deficiencies that affect quality and safety requirements before final evaluation and project reviews.
  • Assures the quality of construction works delivered by the external construction consultants is up to standard.
  • Recommends areas of action on an immediate and long-term basis.

Job Requirements

REQUIRED QUALIFICATIONS:

  • Minimum of BSc degree in Civil Engineering/Hydraulic Engineer/Building Engineer/ Construction of Management, with experience of at least eight years in managing complex and large value works and contracts.
  • At least 6 years of combined professional work experience, of which five years of experience with demonstrative effectiveness, in providing technical support on contract administration issues on large and complex projects (preferred qualification).
  • Have demonstrated professional experience in the interpretation of contractual documents.
  • Have extensive knowledge of national rules and regulations.
  • Team leadership, program/project coordination/support type roles.
  • Institutional capacity-building roles in business and/or public administration roles.
  • Understanding Ethiopia’s agricultural system, with a good perspective on how the system operates, is an advantage.
  • Ability to learn, understand, and apply new technologies, both on a technical level as well as the impact/deployment implications of such.
  • Proven ability to work under pressure and in a constantly evolving and challenging environment.
  • An enthusiastic learner with a can-do attitude.
  • Excellent written and oral communication abilities and organizational skills, with experience working collaboratively as part of a fast-paced team.
  • Ability to learn, understand, and apply new technologies, both on a technical level as well as the impact/deployment implications of such.
