Konrad-Adenauer-Stiftung (KAS) is a publicly-funded, non-for profit German political foundation registered in Ethiopia as a “foreign organization” in accordance with the Civil Society Organizations Proclamation No 1113/2019. With offices in more than 120 countries, KAS promotes democracy, the Rule of Law, Social Market Economy and human rights and fosters political exchanges.

 

For its work in relation to the African Union in Ethiopia, the KAS Country Office in Addis Ababa is looking for a consultant for a period of 90 days to create a register of African government cabinets and of parliamentary and presidential election results of the 55 AU member states. The register will be made publicly available. The consultant will be engaged as a contractor only, not as an employee. He shall have a valid license. The consultant shall provide appropriate invoice for all payments.

 

 

Context:

Africa is Europe’s neighboring continent. In light of increased partnership between the EU and the AU and their member states, interest in better stakeholder information and overviews of the political landscapes of the 55 AU member countries is growing rapidly. While information on European cabinets and elections is easily available online, a register of updated, public information on current African government cabinets and election results (parliamentary and presidential) could fill important gaps, provide better and quick orientation, and help foster dialogue. The register will be made publicly available in the form of a website.

Objective:

In the context of the compilation, the consultant should:

 

·     Collect the current overviews of the cabinets of all 55 AU member states

·     Compile a database of presidential and parliamentary elections since 1989/90

·     Cross-check and comment on existing public data

·     Classify and arrange collected data in a user-friendly way

 

 

Deliverables:

·     A structured, well-sourced database of the current government cabinets of all AU member states

·     A commented, verified, and well-sourced database of presidential and parliamentary election results of all AU member states since 1989/90 with further information about electoral systems, voter participation, political parties, and coalition-building

·     A written methodology of 20-30 pages, double-spaced, font 12, describing research results, sources, and challenges

 

 

Scope:

After admission, the successful consultant has 90 days to conduct and write the study. The consultancy starts on September 20, 2021. Within the first 65 days, the consultant has to submit the first draft, which will be reviewed within five (05) days by the KAS Country Office. The final version needs to be submitted on December 18, 2021. The consultant will be supervised by the KAS Country Representative Ethiopia and the Country Office’s Project Manager AU.

 

 

Budget:

For his work, the contracted consultant will be paid a lump sum which shall cover his honorary fee and all research-related expenses.

Job Requirements

Qualifications, experience et competencies:

Applicants should fulfill the following criteria. Women are encouraged to apply in particular.

 

Education:

  • PhD in political sciences, history, economics, law or a similar field

Work experience:

  • At least five (5) years of experience on research, publication and lecturing in the field of international relations, African affairs, the African Union
  • At least five (5) scientific publications in the field of international relations, African affairs, the African Union

Competencies:

  • Excellent expertise and familiarity with the subject
  • Great ability in conducting and writing research studies
  • Great ability to teach in a clear manner
  • Independent work ability
  • Discipline to meet deadlines
  • Exactness in research and writing
  • Team work
