. Background
ActionAid Ethiopia (AAE) is a gender justice, good governance, and poverty eradication international organization. It envisions a country where all enjoys their rights equally and live a dignified life. Its heart lies on gender equality where it designs its frameworks and operations on women’s and girls’ living in poverty and exclusion, young people’s meaningful engagement to fulfil their rights, ensure redistribution of resources and build their resilience. Its interventions are guided by the Human Rights Based Approach, Transformative Feminist Leadership, and Intersectional Feminist Analysis program approaches.
AAE’s one program priority is Strengthen Resilient livelihoods and promote climate justice and working with climate affected young people/especially young women, their organizations and networks through local partners and local rights programs. Another program priority is Ensuring Good Governance, increased Civic Participation, and young people’s engagement. Aligned to these, AAE has piloted young women for climate justice and global platform (GP) for young people projects where it facilitated the emergence of young women climate champions and GP young people network. AAE with the objective of building just, green, and sustainable development, has scaled up its initiatives and commenced Strategic Partnership Agreement (SPA II) program with ActionAid Denmark through secured grant from DANIDA. This program centres challenging unequal power which exacerbates the vulnerabilities of marginalized communities, particularly young women.
ActionAid Ethiopia is currently looking for skilled, knowledgeable, experienced, and highly capable professional consultant to conduct climate resilient livelihoods options assessment for the new project/ Strategic Partnership Agreement (SPA II) Project/
2. General Objective of the assessment
The aim of the assessment is to collect and analyse both quantitative and qualitative data that will help AAE to see the gaps and opportunities to design livelihoods interventions for young people, particularly young women, to respond to climate crises and reduce vulnerabilities, in four intervention areas /Semen Bench, Ameya, Ilfeta, and Guna and Addis Ababa. The consultant is expected to do the assessment in all targeted area /4 LRPs/ in collaboration with AAE filed team and woreda/Zone responsible offices. The assessment will collect and analyse data covering the following areas:

  • Identify socio-economic status of the targeted community through gender lens:
  • Identifying and prioritizing potential on farm and off farm interventions, climate resilient livelihood options, inputs opportunities and strategies:
  • Detailed design of the livelihood’s activities, to ensure the most effective and efficient use of resources:
  • Identifying employment opportunities for youth, mainly young women and suggest the strategies to link.
4. Scope of the study
The consultant is expected to identify potential climate resilient livelihoods intervention, inputs/resources, potential Partners, and recommend most effective implementation strategy for the interventions. The consultant is expected to do the assessment in all targeted area /4 LRPs/ and AA in collaboration with AAE filed team and government responsible offices.
5. Duration
The consultancy is expected to last 60 days period from the date of contractual agreement.
6. Reporting line
The Consultant will directly report to Action aid Ethiopia programs head based in Addis Ababa and will work closely with the livelihood team, based in Addis Ababa and LRPs; Young Peoples program focal and PQLCI.

7. Job Requirements
  • Advanced Degree in the field of Agriculture, Social Science, rural development, economics, and other relevant development related fields of studies.
  • Understanding of Livelihoods programming from gender and social inclusion perspectives,
  • Monitoring & evaluation in the programme cycle and experience of conducting learning reviews and evaluation processes.
  • Experience of designing and facilitating workshops using feminist participatory research approaches and methodologies, including with grassroots communities, civil society organizations and INGOs.
  • Ability to apply a range of primary and secondary research methods including participatory quantitative and qualitative methods.
  • Understanding and experience of conducting gendered analysis, ideally from an intersectional feminist point of view.
  • Ability to analyse complex data and communicate findings using engaging, clear language and visual representations and proven relevant report-writing experience.
  • Experience of using qualitative and quantitative data analysis packages (e.g. one or more of SPSS, STATA and NVivo), as well as online data collection methods such as ODK, Kobo toolbox))
  • Experience in study design (both quantitative and qualitative methodologies) and managing field teams
  • Academic specialization & technical expertise in livelihood, agriculture and rural development and economics.
  • Excellent communication skills with the ability to tailor communications to a range of audiences.
Desirable
  • Experience of working with gender focused/centred organizations and familiarity with Human Rights Based Approach (HRBA), and intersectional feminist analysis tools.
  • Experiences of Amhara, Oromia and Southwest regions is an advantage.
  • Experience of strong accountability mechanisms used with project stakeholders/research participants to actively share results and learning.
  • Extensive experience in working with both government and non-governmental organizations and the private sector.

  • A capacity statement describing how they meet required qualifications and competencies including summary of similar studies previously conducted
  • An expression of interest detailing their understanding of consultancy assignment
  • Description of methodology, sampling strategy approach to primary data collection and analysis plan
  • Include a timeline of activities and level of effort required for each activity
  • Detail breakdown of consultancy fee of each activity
  • Team composition and roles including key members list with core qualification and their role in the research (attach CVs of these team members)
  • Two reference letters
  • Two studies or evaluation reports in the area in soft copies
  • The consultant must provide complete set of technical and financial documents “Original” and “Copy” in a separately sealed envelope.
  • The consultant should be licensed in consultancy and should attach their VAT registration and TIN Number registration certificate
