Project Description

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement. READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

Basic Consultancy Information

Consultancy Dates: March 30 - August 31, 2020

Supervised by: Senior Program Manager and Gender Advisor

Essential functions include, but are not limited to the following:

The Gender and Production Assistant (GPA) will provide the project with technical and administrative assistance as follows:

  • The GPA’s primary role is to serve as an EDC focal person for two agencies in the production of a radio drama. The PA will be the liaison between the agencies and the various project staff who are responsible for reviewing products and providing feedback. S/he must manage the communication between the project and agencies which includes feedback and quality control of products. S/he will have daily communication on work progress with the agencies and meet in person at the agencies as needed. All decisions would be made by senior management.  Specifically, the GPA will:
    • Coordinate any information or feedback needed between regional staff and the production agencies which is both requesting feedback form the regional staff on the products as well as sharing and ensuring that the requested feedback incorporated by the agencies (e.g., music recordings, sound design drafts, other regional contextualization).
    • Ensure all feedback provided from government officials and project staff are taken into account and addressed by the agencies.
    • As needed, attend recordings to ensure actors’ correct inflection, emotions, pauses, and other speech patterns.
    • Organize meetings as needed, judging when there are communication gaps or misunderstandings among all parties.
    • Ensure all activities remain on track to meet scheduled deadlines and notify the Senior Program Manager and Gender Advisor with any conflicts or delays.
    • Assist with organizing regional focus groups with target groups, if and as needed.
    • Support with revising Radio Drama Discussion Guide.
    • Support preparing the RFQ and selection of broadcasting services for the radio drama.
  • Support other gender interventions, including but not limited to:
    • Assist with planning event logistics and capturing lessons learned.
    • Assist with organizing any Gender related event that may be scheduled
  • Support the Pre-Service Component, especially the IAI English Instruction Radio Program.
    • If it does not conflict with the Gender Radio Drama work, attend formative evaluation of IAI programs, sharing notes with IAI team and making editing recommendations.
    • Provide logistical support for any Pre-Service workshops held
    • Support the baseline identification of teacher training videos used in the CTEs and possible follow up activities.
    • Support the Pre-Service Specialist and the IAI Coordinator as needed and when not conflicting with the Gender Radio Drama.
  • Assist in operational and logistic tasks related to Gender and Pre-Service activities, as requested.
    • Assist with logistical tasks, as requested by the Senior Finance and Administration Manager.

Deliverables

Monthly reports will be delivered upon completion of each project and a summary of completed tasks at the end of every month.

Job Requirements

Qualifications and Requirements: 

  • Bachelor’s Degree in a relevant field; Master’s Degree preferred;
  • At least 1 year of experience in international development work or other work with transferable skills;
  • Excellent and proven organizational, problem-solving, coordination, and communication skills;
  • Ability to work with a diverse team;
  • Self-directed and self-motivated;
  • Professional proficiency in written and spoken English, and fluency in other relevant local languages.
