BACKGROUND

Concerned by the complex emergencies prevailing in eastern and western part of Oromia region, MSF Spain Team conducted a rapid assessments aiming to develop interventions that will address needs, alleviate suffering of community and people living in the Sababoru, Gorodola, wadera, Agawayu woreda of Guji zone and in Kemashi zone.

As a result of the continued insecurity and overall unpredictability of a sudden onset of humanitarian needs, it is becoming increasingly important to gather additional primary data and analyze them to support decision making on response prioritization and modalities.

MAIN OBJECTIVE OF THE POSITION The Consultant will propose the methodology and the criteria to be assessed and agree with the Head of Mission and medical coordinator on the expected results and timeframe.

After validation of the survey drafted, the Consultant will train the Team (2 to 5 MSF staffs) and conduct the qualitative assessment, for MSF to define the more appropriated approach of its humanitarian response in the zone.

MAIN EXPECTED RESULTS

  • By the end of the qualitative population need assessment, the Consultant will provide 2 full qualitative surveys (IDPs camp and host community).
  • The Consultant will sort out the mapping of the most affected areas based on the origin of the IDPs.
  • The Consultant will highlight the unmet needs and provide a clear set of objectives to meet them.
  • The Consultant will suggest areas of improvement where the priority should be given (according to people’ perspectives and MSF identity and mandate) to improve the local population’s health in the most efficient way.
  • The team will have assessed the community social and cultural aspects to define an appropriated and comprehensive approach in terms of team structure and dynamic, staff profiles, and working / living conditions, specific gender and protection issues.

RESPONSIBILITIES AND TASKS

  •  Design the MSF assessment protocols with objectives, methodology, clear research criteria, (including target population, sampling method, structure and tools, chronogram, etc…)
  • Constitute a Team (of existing staff) and train them to proceed to the Assessment, according to the objectives and methodology agreed.
  • Contribute to the design of the Intervention proposal
  • Adapt the MSF ERB predefined protocol to the specific setting
  • Suggest interesting inputs to design and implement the project learning plan
  • Suggest interesting inputs to setup Teams as per the operational needs, with adequate profiles trained to ensure MSF quality while performing the medical and non-medical activities in the respect of the local social and cultural aspects (ex: Community Health Workers, etc).
  • Conduct and follow-up the field work
  • Ensure data entry is timely done and review the quality of the data collected (data management)
  • Analise the data according to assessment  methodology (data analysis and interpretation)

REPORTING

  • Provide regular updates and situation reports to the direct supervisor to re-direct the assessment if needed and make sure expected results will be delivered on time.
  • Write a final report based on the following structure: background/introduction, objectives, methodology, Results, Discussion and Provide recommendations in terms of possible strategies.
  • Present and communicate the outcomes of the study to coordination team and if necessary the cell
  • Contribute on the development of the intervention proposal

Job Requirements

Education and experience

  • Complete an advanced university degree in qualitative researches(sociology/anthropology or epidemiology back ground)
  • 5 years of relevant professional experience in qualitative research.
  • Field experience with MSF is asset
  • Fluency in written and spoken English and Oromifa is required
