Employment and Private Sector Development Cluster 

Several projects in the cluster “Employment and Private Sector Development” are pooling their administrative and financial services in one Admin & Finance team that aims to deliver more efficient and professional services. In particular, the projects need support in the area of procurement of goods and services. The projects in the cluster jointly aim at enhancing productivity and supporting the growth of a robust and profitable economy to create more employment opportunities for young people in Ethiopia.

 Duration of contract:   Until May 30, 2024

Responsibilities and Tasks

A.        Responsibilities

The contract professional is responsible for

  • Preparing service contracts in cooperation with projects and country office
  • Preparing financing agreements in cooperation with projects and country office
  • Developing and maintaining a management system to keep an overview of local contracts and financing agreements
  • Support the organization of events and workshops

B.        Tasks

1.       Preparation of service contracts

The contract professional

  • Prepares service contract documents, including service request, shortlist and tender preparation, collecting offers, evaluating offers, preparing contracts up to 2.500 EURO;
  • Prepares cost estimates, fee grids according to Country Office standards, carries out sanction list checks;
  • Revises and checks Terms of Reference; budget estimates and ensures compliance with rules and regulations, fee grids and sanction lists
  • Monitors list of contracts for all projects in the cluster and keeps management up to date of contracts status
  • Documents and files contract documents

2.       Preparation of financing agreements

The contract professional

  • Prepares financing agreements documents; supports eligibility checks,
  • Checks proposal budgets and advises partners if necessary;
  • preparation of contracts, liase with country office and or headquarters when needed
  • Monitors all financing agreements for all projects in the cluster and keeps management up to date of their status
  • Initiates contract extensions ahead of time and manages contract amendments where needed
  • documents and files financing agreements documents

3.       Support for workshops, events and travels

The contract professional

  • Reserves hotels, rental cars etc.
  • Prepares price estimates for events through market surveys and in close cooperation with the Country Office
  • prepares contracts up to 2.500 EURO for workshops and events
  • supports in travel arrangements such as booking tickets, flights, hotel reservations, transport etc.
  • organizes and coordinates logistical aspects for planning, holding and documenting workshops meetings, seminars and other events

4.       Other duties/additional tasks

The procurement professional

  • performs other duties and tasks at the request of management

Job Requirements


  • BA in business administration, recognized commercial diploma in business administration or equivalent

Professional experience

  • At least 5 years’ professional experience in a comparable position as contract officer, procurement of services professional
  • At least 5 years’ experience in contract preparation and management
  • Experience in working in international (N)GOs environment preferred

Other knowledge, additional competences

  • outstanding knowledge of contract procedures and regulations
  • GIZ experience preferable
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • very good knowledge of English, ideally a basic knowledge of German
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
