The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Data Administrator (12 months fixed term contract) based in Addis Ababa.

GENERAL DUTIES

§ Understands the roles of the components of the International Red Cross and Red Crescent Movement and adheres to its seven Fundamental Principles.

§ Understands and adheres to the ICRC Code of Conduct.

§ Respects and observes staff regulations and security rules at all times.

§ Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

§ Develops and maintains a pleasant and conducive working environment with colleagues and line managers

§ Implements, utilizes and follows all the necessary logistics strategies, procedures, rules and regulations put in place.

§ Masters local legislation in Logistics area and ensure compliance with national rules and regulations.

§ Masters logistics tools (JDE, IRIS, CDP tools, TABLEAU KPIs,) and ensures proper dissemination towards the concerned teams Ensures compliance with ICRC financial and logistical procedures.

§ Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

§ Regularly reports to Logistics Country Manager and regional quality assurance pharmacist on critical KPIs and issues leading to decisions to be made.

§ May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

The Protection Data Administrator is responsible for the management of “non-sensitive” individual data resulted from the detention and tracing activities in Ethiopia.

Focal point for tracing requests and unaccompanied minor’s cases collected in Ethiopia or received from abroad

§ Analyzes the cases according to ICRC procedures and criteria, crosschecks and updates the Prot6.

§ Ensures the follow up of all individual cases by bringing to the attention of the person responsible-those case which require attention.

§ Sends reminders to RFL team each 3 month

§ Focal point for providing statistical overviews and other analysis as requested.

§ Ensure that there is a good quality data-management system by carrying out data controls

§ Maintains a proper filing system (Individual files), ensures that no individual cases are misplaced or lost.

Detention visit

§ Ensures proper treatment of the Detention Visits => 1st two pages of DVR, Working Lists and Registration Cards (except IWWs and Debriefings).

§ Advices delegates on procedures and guidelines, communicates with the detention delegates when necessary. Gives feedback on the reporting.

§ Make sure that all active beneficiaries receive the necessary follow up by detention team by sending a reminder list to the detention team

§ Maintains a proper filing system in both the Document Reference and Individual files, ensuring that no individual cases are misplaced or lost.

§ Prepares and sends the notification to the Embassies or the UNHCR. Prepares the related A documents for sending to Geneva whenever needed.

Promotes and ensures a quality data management system (data controls)

§ Ensures regular data quality control as defined in the Data Control procedures for the ETA DB and make the corrections accordingly

§ Whenever a mistake is found, make a query, create a view/selection/dashboard for a data control to avoid the same mistake in the future.

Protection statistics for external reporting and ad hoc figures for internal use

§ Creates views, selections, dashboards and reports necessary for individual follow-up cases

§ Focal point for providing statistical overviews and other analysis as requested regarding files under your responsibilities

Management of Health and Wathab project in the Data base

§ In relation with Health and Wathab department, updates all projects carried-out by ICRC in place of detention

§ Provides related statistics whenever requested

Support to the Data team

§ Replaces or assists the data team members whenever necessary.

§ Participates in the Pre-archiving process.

§ Participate to the review of the data entry procedures for the management and update of data.

Support to the Protection department and the delegation

§ Receives visitors, assesses the situation and treats cases according to the needs.

§ Attends and actively participates in the Department's meetings.

ADDITIONAL DUTIES

§ Follows up on all work-related messages and correspondence with the relevant contacts and departments

§ Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position

§ Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses

§ Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

§ Takes responsibility for their own professional learning and development

§ Performs duties and tasks not covered in this job description – including in the field in the rest of the region - and provides support to the rest of the protection team and other departments when necessary

§ Develops and maintains a pleasant working atmosphere within the delegation

§ Treats information (general and specific) with confidentiality and accuracy.

Job Requirements

CERTIFICATIONS / EDUCATION REQUIRED

  • University Degree in Social Science, Sociology, Information management or closely related field
  • Excellent command of English and Amharic (written and spoken). knowledge of other local language skills an asset.
  • Excellent computer skills, including Microsoft Office Suite (knowledge of SQL or Virtual Basic programming languages an asset.)
  • Capacity to learn and adapt to new work methods
  • Able to work under pressure, flexible and open to extra working hours if necessary.
  • Committed to work and able to work under supervision or independently as required.
  • Able to work within a team & to supervise the work of others
  • Good inter-personal skills: ability to deal with people respectfully and showing empathy towards others

PROFESSIONAL EXPERIENCE REQUIRED

  • 4-5 years works experience in a similar field
  • Previous experience with databases and data management (specialized software)
  • Information-management background
