About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

 Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Summary of position

Provide support for the definition and follow-up of the projects to implemented nutritional programs, Supervise, and train the nutrition team, so as to improve the management of malnourished patients. Ensure that the objectives of project supervision and animation of the teams are met in the absence of the PM.

Purpose

The Deputy Health and Nutrition Program Manager will respond to overall Support management and coordination in all areas of implementation in the base. Ensuring and improve the quality of the program, provide technical, organizational support and supervision to the existing health structures, Supervise the management of supplies, Liaise with the authorities/partners, participating in nutrition strategy development, represent Action Against Hunger when liaising with partners.

Engagement

  • The Deputy Health and Nutrition Program Manager will communicate and coordinate with the Field Coordinator/Deputy Field Coordinator; capital office, all managers both support and program, and all employees.
  • Externally, s/he will develop and maintain excellent relationships with donor agencies, partners, and other INGOs in Ethiopia in the absence Health and Nutrition Program Manager.

Delivery

 

The Deputy Health and Nutrition Program Manager will oversee the quality and timely reports of the project, in line with donor rules, regulations, and standards.

Duties and Responsibilities:

1: Supervise Action Against Hunger team:

  • Participate in the recruiting process;
  • Report training needs to the PM;
  • Assist in the implementation of training sessions in the nutrition department on the base;
  • Organize training and refreshers training courses for the team;
  • Explain and ensure application of the nutrition protocols;
  • Supervise, check and analyse the daily and monthly reports of the team.

2: Improve the quality of programs

  • Participate in field assessment in order to identify the needs;
  • Collect, cross-check, and correct weekly and monthly statistics/ activity report from the mobile teams/sites;
  • Draft weekly and monthly reports for the nutrition program and analyze the nutrition situation and the performance of the team/program;
  • Participate in the definition/modification of the programs, follow-up, and evaluation;
  • Identify possible work or team problems, try to solve them, and report to the PM  ;
  • If there is any problem, analyze, report, and find a solution to that problem.

3: Provide technical, organizational support, and supervision to the existing health structures:

  • Ensure that the protocols /guidelines are strictly followed and implemented
  • Providing and participating in continuous and practical training, supervision, and monitoring of the existing health structures
  • Supervise the OTP/SC/SFP program
  • Ensuring that the existing health structures (HP) will conduct systematic screening, record and report the children who come for a consultation where OTPs are implemented

4: Supervise the management of supplies (therapeutic foods (F75/F100), RUTF, CSB++, medicines, and medical and anthropometric equipment):

  • Collect, check and complete the orders before have them validated by the PM
  • Check the coherence of the state of stocks with the orders
  • Check that the medicines, the therapeutic food, and RUTF and are delivered on time;
  • Take delivery of the orders.
  • Consolidate the monthly consumption report;

5: Liaise with the authorities/partners

  • Communicate the program’s activities to the authorities/partners
  • Represent Action Against Hunger in meeting with authorities/partners when needed.

6: Ensure the interim for the Programme Manager when absent. 

  • Take the responsibilities and task assigned by PM/FC during the PMs absence Participate in preparation and activities related to donor visit
  • Develop a network of contacts at a base level (NGOs, technical or scientific) to allow a smooth implementation of the project;
  • Closely follow up the overall health and nutrition situation of the camp, zone, and region, and interpretation of different indicators such as direct follow up of health status, outbreaks, and general nutrition status.

7: Participation in nutrition strategy development 

  • Participate actively in developing a coherent and sustainable nutrition strategy for the refugees.

8: Represent Action Against Hunger when liaising with partners:

  • Represent Action Against Hunger  when dealing with partners and official authorities;
  • Participate to the logistics cluster;

III.               Physical Demands 

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

IV.              Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required and in line with Labor Law.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

Job Requirements

Educational / Professional Background: :

BSc. Degree in Health Officer or Clinical Nursing with at least 5 years of experience in a humanitarian organization (NGOs) out of which one year in CMAM and primary Heath program;

Required skillsHumanitarian experience in nutrition, good analysis capacity, skills in training and team management, skills in budget management, Computer knowledge: Word, Excel, and the Internet. Patience, good relations with other people, good capacity to work in a team, capacity to manage priorities, precision, capacity to share knowledge and train colleagues, knowing the local language; willingness to work under pressure and extra hours, extremely flexible, able to work independently, have the ability to cope with stressful situations, good organizational and interpersonal skills, ability and willingness to work in remote areas. Good knowledge in health & nutrition, CMAM protocol, CBN protocol, ICCM & CMNCH protocols, and IYCF policy.

Languages: (indicate fluency level)

  • English (fluent)
  • Fluency in the local language (Oromiffa) is advantegeous.
