Short description:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany’s main implementing agency for development cooperation, is looking for an expert in transitional justice and reconciliation to facilitate a short course at the Institute for Peace and Security Studies (IPSS). IPSS, based at Addis Ababa University, and its pan-African “Africa Peace and Security Programme” (APSP) aim at promoting advanced education, applied research, policy advice and dialogue on the African Peace and Security Architecture (APSA) for professionals from the continent – with a focus on the African Union and Regional Economic Communities. One of the institute’s flagship projects is its Master Programme “Managing Peace and Security in Africa” (MPSA) which has been running since 2012. The short courses are one of IPSS’ newly launched initiatives and are structured as five-day interactions.

The short-term consultancy encompasses the development of the curriculum for this short course on transitional justice and reconciliation as well as the face-to-face delivery and documentation of the course at IPSS in June 2020. Specifically, the course shall examine the notion of ‘transitional justice’ in relation to various theories of justice including restorative, retributive, reparative and social justice. Additionally, the course will examine the ‘pillars’ of transitional justice: truth seeking, criminal justice, reparations and institutional reform and will consider the relevance of these processes in post‐conflict peacebuilding in Africa. It will be implemented with support from GIZ.

REQUIRED QUALIFICATIONS

The consultant is expected to fit the following profile:

  • Qualifications/education/training/

§ Relevant university qualification, i.e. a M.A. or PhD in, for instance, international relations, political/social sciences, history or development studies.

  • Language :

§ Good business language skills in English.

  • General professional experience:

§ 10 years’ experience teaching at (post)-graduate level, adult education, and facilitation of trainings.

  • Specific professional experience :

§ 8 years of professional experience in the sector of transitional justice, reconciliation.

§ Proven knowledge of theories and approaches on conflict prevention and management and peacebuilding.

§ 5 years’ experience in working on the African Peace and Security Architecture and with the African Union, Regional Economic Organizations and Regional Mechanisms.

  • Leadership/management experience

§ Not applicable

  • Regional experience:

§ 5 years of work experience in Africa/with African institutions.

  • Development Cooperation (DC) experience
