Job description

In Ethiopia, up to 70% of the population is dependent on agriculture, which accounts for 38% of the gross national product. The highlands are densely populated, and farm sizes vary between

  • 5 and 2 ha on average depending on the region. Fragmented plots are highly inefficient to work on and are therefore often referred to as 'starvation plots'. This hampers modern agriculture and its productivity, which in turn undermines the food security. The Ministry of Agriculture aims at increasing agricultural productivity and thus focuses on the use of modern farming methods. It pursues strategies of comprehensive land certification and is interested in using land consolidation as a new instrument to achieve its goals. The farmers are interested in development measures that reduce the distance between the fields and the farm but show considerable distrust regarding any land-related intervention.

Your tasks

  • Advising land authorities on principles, procedures and mechanisms for land consolidation and land readjustment processes
  • Developing and carrying-out trainings for government employees and the private sector on the principles of a constitutional land readjustment and consolidation processes
  • Strengthening the capacities of the local government as well as other relevant regional services and the private sector to draw up plans for community and public facilities, such as road construction, water bodies, ecology, soil and erosion protection and other community economic infrastructure
  • Training of government employees and the private sector to determine locally acceptable exchange criteria (equal value) for agricultural land as well as participative moderation and coaching of complex decision-making processes
  • Identifying possible complaint and conflict resolution mechanisms and anti-corruption measures
  • Carry out sensitization, communication and confidence-building measures (small-scale infrastructure) and initiate and train field committees, carry out exchange visits
  • Supporting the implementation of the land exchange procedures in selected areas (outside the pilot areas) for voluntary exchange of plots of land between groups of landowners with final re-registration of land use certificates

Your profile

  • University degree in geography, land management and administration, spatial planning, organizational development, political science or similar qualification
  • Several years of professional experience in organizational development and capacity building
  • Knowledge of processes in land consolidation and land readjustment as well as some work experience in this field
  • Experience in the field of conflict transformation
  • Experience in advising, coaching, training and application of participatory tools
  • Intercultural skills with respect to cultural communication and interaction forms
  • Work experience in development cooperation, ideally in East Africa
  • Good knowledge of English (oral and written), German is an asset, willingness to learn the Amharic language

  • We will reimburse you for your rental costs based on the rent index for your country as well as paying you an equipment and furnishing allowance on top.
