Project Description

The Ethiopian Center for Disability and Development (ECDD), one of the leading Ethiopian Civil Society Organizations (CSOs) engaged in promoting, facilitating and building organizational capacity for disability inclusive development in the country, adopted in 2019 a new 5-year Strategic Plan which includes disability rights promotion as its first development priority. With the support of the European Union, ECDD has started implementation of a 3-year project to promote disability rights, in cooperation with Light for the World, an international disability and development NGO, and with the Federation of Ethiopian National Associations of Persons with Disabilities (FENAPD), a consortium of national membership organizations of persons with disabilities (DPOs).

 

The objectives of the “Disability Rights for Increased Voice and Empowerment (DRIVE)” project are:

1)    Building the organizational capacity of local, regional and national DPOs to actively advocate for disability rights, inclusion and full participation of persons with disabilities in society;

2)    Increasing access to mainstream services by persons with disabilities;

3)    Enhancing the capacities of duty-bearers to put in place effective policies and to provide inclusive services.

The project is being implemented in 6 towns in 2 Regions of Ethiopia: Amhara Region (Bahirdar, Debre Markos, and Gondar) and SNNPR (Arbaminch, Hawassa, and Sodo).  The project has the following target groups: Members, leaders and staff of DPOs at national, regional, and town level in the target Regions; Personnel of regional government bureaus and Woreda offices in each Region; Personnel of Human Rights Institutions (HRI); and local personnel of development CSOs working in the target Regions. Project activities include building the capacity of DPOs to advocate for disability rights, making government service personnel aware of the rights, and how to practice inclusion of, persons with disabilities, and fostering policy reform in support of disability rights and inclusion.

A major constraint faced by persons with disabilities, DPOs and other organizations promoting the rights and inclusion of persons with disabilities in Ethiopia, is the lack of data on persons with disabilities. Thus the project will promote the collection of data by government bureaus, and undertake direct data collection activities, including:

1)    Collecting data on the quality of life of persons with disabilities, their access to mainstream services and opportunities, and on public attitudes towards persons with disabilities;

2)    Collecting data on the extent to which health facilities, schools, TVETs and development CSOs are including children, youth and adults with disabilities;

3)    Collecting data on the extent of awareness and implementation of government disability inclusion policies and practices by personnel of government, HRI and CSO bureaus and offices.

 

1.   CONTRACT 1: Baseline Surveys

Baseline surveys will be conducted by ECDD and FENAPD personnel in the second quarter of the project, and used to guide activities of the project, including the design of DPO advocacy efforts to increase awareness of, and respect for the rights of women and men with disabilities, and for the reform of government, HRI and CSO policies and practices. All surveys will be repeated in each Region towards the end of the project in order to measure change and project impact.

 

The first baseline survey activity of the project, collecting baseline data on the quality of life of persons with disabilities, their access to mainstream services and opportunities, and on public attitudes towards persons with disabilities, will be undertaken in each Region through the use of a Quality of Life Survey Questionnaire developed by ECDD.  This survey activity is subject to a separate Terms of Reference.

 

The second baseline survey activity of the project, collecting baseline data on the extent to which health facilities, schools, TVET centers and development CSOs are including children, youth and adults with disabilities, will be undertaken using a Disability Inclusion Score Card (DISC) tool already developed by Light for the World and used by ECDD for the purpose. The Inclusion Score Card is a monitoring tool to measure inclusion at organizational level.

 

The third baseline survey activity of the project, collecting baseline data on the extent of awareness and implementation of government disability inclusion policies and practices by personnel of government, HRI and CSO bureaus and offices, will be undertaken using an ECDD survey questionnaire developed for the purpose.

 

In order to coordinate and undertake the second and third initial baseline surveys in both Amhara Region and SNNPR, a Consultant is required.

 

Terms of Reference

 

The Consultant, working under the guidance of the ECDD Monitoring and Evaluation Manager and under the direct supervision of the DRIVE Project Coordinator, and based in the ECDD SNNPR Regional Program Office in Hawassa, will plan, organize, undertake, and report the results of:

 

1.    Surveys to measure the current organizational inclusion policies and practices of selected government and CSO service providers (to be identified by the Project Coordinator), including health facilities, schools, TVET centers and CSO development programs in the 6 target towns in both Regions. The surveys will make use of the DISC tool.

 

2.    Surveys to measure the current extent to which disability inclusion policies and practices are being implemented by officials of selected regional government bureaus and Human Rights Institutions, and personnel of development CSOs (all to be identified by the Project Coordinator), in the 6 target towns in both Regions. The surveys will use an ECDD questionnaire developed for the purpose.

 

The Consultant will undertake the survey activities in each of the 6 target towns and in cooperation with DPO personnel and members in each town, working in close collaboration with ECDD and FENAPD Regional Office personnel in each Region.

 

All costs of the survey activities will be met by the ECDD DRIVE project budget, managed by the ECDD Project Coordinator and administered by the ECDD Project Accountant. The Consultant will complete the assignment within a total of six months after signature of an ECDD Service Contract.

 

Consultant Deliverables

1.    A detailed Work Plan and timeline for the planning, organization, implementation and reporting of the survey work in each Region;

2.    A Progress Report (after 3 months) on the implementation of the survey activities in both Regions;

3.    A Report of the findings of both surveys in Amhara Region;

4.    A Report of the findings of both surveys in SNNPR;

5.    A final, combined, Summary Comparative Report of the results of both surveys in both Regions.

 

2.   CONTRACT 2: Quality of Life Surveys

Terms of Reference

 

The Consultant will undertake the QoL survey activities in cooperation with DPO personnel and members in each town, working in close collaboration with ECDD and FENAPD Regional Office personnel in each Region.

 

The QoL surveys will collect data from a total of 1,080 respondents with disabilities, and 1,080 respondents without disabilities in each Region, using a questionnaire derived from the WHO CBR Indicators questionnaires, as well as incorporating the Washington Group Short Set as the measure of disability. Data collection will be done using the Kobo Collect app for Android. Data collectors will be provided by ECDD with Samsung Android tablets to record questionnaire responses. Data analysis will be done using Microsoft Excel.

 

In each town, 4 data collectors (2 male and 2 female for each town), mostly persons with disabilities, will be recruited to conduct the survey. Each data collector should be a minimum secondary school graduate with some knowledge of English, and will receive one-day training in the use of the Tablet questionnaire, with follow-up field support by the Consultant. Each data collector will identify and interview a minimum of 90 respondents, 45 with disabilities and 45 without disabilities, for comparison purposes. Thus, a total of 360 survey respondents per town and 1,080 per Region.

 

The QoL survey will use a “purposeful” or “targeted” sample of persons with disabilities and families, not a “random” sample. Data collectors will identify and interview an equal number of male and female respondents, as well as an equal number of individuals without disabilities. Respondents will be identified through DPOs or the local Labour and Social Affairs Office, and represent all ages. Proxy interviews will be carried out with family members when the respondent is a child or has limitations that prevent him/her from being interviewed. Each respondent must sign a Consent Form for their participation in the survey, and will respond to the survey questions anonymously.

 

All costs of the QoL survey activities will be met by the ECDD DRIVE project budget, managed by the ECDD Project Coordinator and administered by the ECDD Project Accountant. The Consultant will complete the assignment within a total of six months after signature of an ECDD Service Contract.

 

Consultant Deliverables

1.    A detailed Work Plan and timeline for the planning, organization, implementation and reporting of the QoL survey work in each Region;

2.    A Progress Report (after 3 months) on the implementation of the survey activities in both Regions;

3.    A Report of the findings of the QoL survey in Amhara Region;

4.    A Report of the findings of the QoL survey in SNNPR;

5.    A final, combined, Summary Comparative Report of the results of the surveys in both Regions.

 

3.   CONTRACT 3: Disability Rights Training and Technical Support

Terms of Reference

 

The Consultant will organize and undertake the training and technical support activities of the project in cooperation with DPO personnel and members in each town, working in close collaboration with ECDD and FENAPD Regional Office personnel in each Region. Training activities will make use of experienced trainers from ECDD, FENAPD and Light for the World. When necessary, training associates of ECDD will be paid a fee to conduct training and technical support activities.

 

Among other tasks that may be assigned by the ECDD Training Director and/or the Project Coordinator, the Consultant will:

1.    Undertake a mapping and organizational capacity assessment of DPOs in the 6 target towns in both Regions;

2.    Organize with FENAPD the provision of training on disability rights and advocacy methodology for DPO leaders, staff and members in the 6 target towns;

3.    Organize with FENAPD the provision of technical support and training on organizational, program and financial management, and financial and material support to target DPOs;

4.    Organize community awareness-raising activities on disability rights and inclusion in selected target towns;

5.    Organize the provision of DAIT training on disability awareness, rights, and inclusion methods to government, CSO health, education, TVET service delivery personnel;

6.    Organize the provision of DAIT training on disability awareness, disability rights and inclusion policies and legislation for government, HRI, CSO personnel.

All costs of the DRIVE training and technical support activities will be met by the ECDD DRIVE project budget, managed by the ECDD Project Coordinator and administered by the ECDD Project Accountant. The Consultant will complete the assignment within a total of six months after signature of an ECDD Service Contract.

 

Consultant Deliverables

1.    A detailed Work Plan and timeline for the planning, organization, implementation and reporting of all initial (6-months) DRIVE Training and Technical Support activities in each Region;

2.    A Progress Report (after 3 months) on the implementation of training and technical support activities in both Regions;

3.    A final Report of the training and technical support activities  in Amhara Region;

4.    A final Report of the training and technical support activities in SNNPR.

Job Requirements

 

Consultant Qualifications

 

1.    Education - minimum BA Degree in the Social Sciences

2.    Professional experience - at least 3 years work experience in a non-governmental organization, organizing and providing training activities

  1. Previous professional experience working with persons with disabilities
  2. Excellent interpersonal relationships and team work
  3. Excellent communication skills
  4. Able and willing to travel frequently to the project intervention areas
  5. Competence in the use of computer applications
  6. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable
