ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

The mission will be guided by ECA’s five new strategic directions which are:

Advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Gender Equality and Women’s Empowerment Section (GEWES) of the Gender, Poverty and Social Development Policy Division (GPSPD) of the United Nations Economic Commission for Africa (UNECA). The GPSPD is headed by a Director and reports to the Deputy Executive Secretary (Programme). The Division is responsible for contributing towards achieving inclusive and equitable sustainable human and social development in Africa and promoting and supporting member States in their work to achieve gender equality and women’s empowerment. It is divided into three main sections: Gender Equality and Women’s Empowerment; Social Policy; and Urbanization and Development. The Economic Affairs Officer reports to the Chief of GEWES.

The core functions of the Division are: addressing emerging issues that have impacts on African women and girls and promoting and supporting Member States in their work to achieve gender equality and women’s empowerment; supporting member States and the organs of the African Union Commission in their work to design, implement and monitor policies, programmes and strategies to achieve gender equality and the empowerment of women and girls; Strengthening evidence-based research that highlights the effects of existing gender inequalities on economic growth and the efficacy of policies and legislation in reducing gender inequality and promoting the empowerment of women and girls; monitoring the implementation of global and regional commitments on gender equality by member States, including the Beijing Declaration and Platform for Action; supporting the design and implementation of appropriate national and subregional policies, programmes and strategies to achieve inclusive and equitable human and social development; generating knowledge, tools and approaches as a think tank to enhance the capacity of member States to develop, implement and monitor policies to reduce poverty and inequality, promote social development and harness urbanization for inclusive and equitable growth; supporting the design of policies on employment with specific reference to young people and women, adequate social protection and investment; developing monitoring tools to support informed policy decisions by member States; undertaking policy research to support member States in designing, implementing and reviewing human and social policies and strategies; promoting regional cooperation and consensus-building with respect to accelerating the implementation of international and regional commitments; strengthening the capacity of member States to mainstream urbanization into their national development planning by developing evidence, knowledge and consensus on the role of urbanization as a driving force of inclusive growth, taking into account the new global urban agenda that emerged during the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in 2016.

Responsibilities

Within delegated authority and under the overall direction of the Director of GPSPD and the direct supervision of the Chief of GEWES, the Economic Affairs Officer will carry out the following responsibilities:

Economic or sector analysis

  • Undertake evidence-based research on gender and economics.
  • Develops socio-economic databases and qualitative information necessary for specified assignments.
  • Interprets, applies and, as necessary, adapts economic models to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions in gender economics and gender economic modelling.
  • Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of gender and development.
  • Identifies and analyses policy proposals made elsewhere relating to assigned topics.
  • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
  • Assists in the organization and servicing of expert group meetings, seminars, etc. on gender issues.
  • Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support

  • Prepares inputs for reports to intergovernmental bodies.
  • Follows intergovernmental meetings and prepares summary reports.
  • Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
  • Assists in the organization of panels, round tables etc. on gender issues for intergovernmental processes.

Technical cooperation

  • Participates in missions on gender issues, usually as a member of a team.
  • Organizes training seminars for national experts.
  • Prepares documentation for technical cooperation programmes and projects.
  • Contributes to the preparation of material for the approval of regional, country or sector technical cooperation programmes.
  • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

General

  • Performs other related duties as required, including administrative tasks or the final delivery of the work unit’s services.
  • Undertakes on-the-job and other training activities, both internally and externally.

Education

  • Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in socio-economic research and analysis, policy formulation, application of socio-economic principles in gender and development programmes or related area is required.
  • Experience in the application of principles and concepts of economics, trade, gender and development in various contexts or analytical and research skills in gender programmes is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
