Major Responsibilities:

Program Design

• In collaboration with the EiE manager and regional team conduct need assessment exercises to support the development of evidence-based projects/program
• Participate in designing of education intervention projects in collaboration with EiE manager and other relevant sectors within WVE
• In collaboration with the EiE manager and regional team, review EiE need assessment tools conduct need assessment exercises to support the development of evidence-based projects/program

Coordination and representation

• Represent World Vision Ethiopia in education cluster coordination meetings
• Work in close collaboration with other sectors within WV and partners to ensure that emergency interventions build upon, link in to longer term programming and ensure comprehensive response
• Provide regular updates to EiE Manager on a weekly and monthly basis on progress, priorities and constraints
• Ensure WVE is represented in subnational education cluster, information management is in place across implementation areas and share major updates timely to immediate supervisor

Project implementation, monitoring and reporting

• Conduct quality monitoring and joint supervision with program team, stakeholders and take timely action in consultation with line manager and concerned bodies
• Monitor the impact of EiE project and ensure implementation is in the right track and expected deliverables are achieved. Provide guidance for field team
• Ensure timely and quality documentation of programme activities, including collection of case stories, documenting of lessons learned, best practices and challenges.
• Coordinate with the MEAL officer to establish adoption of performance standards, or indicators, and tools to collect the related data, and to analyze and share the results in order to track outputs and strengthen the adoption process and outcomes.
• Initiate and supports the development of education related technical strategies and support roll out of strategy
• Develop detail implementation plan, implement, follow up and report in accordance with the project deliverables to concerned bodies
• Strengthen internal reporting system
• Ensure high quality reports are submitted in a timely manner and in accordance with the donor and WVE requirements by collecting evidences and case stories from target schools.
• Work closely with field team to ensure that the planned activities are implemented on timely manner, with the required quality and review the status on a monthly basis.

Program Quality

• Work with EiE manager to develop and apply program quality standards for EiE projects
• Ensure predesigned quality/standard check lists are in place to conduct supportive supervision predesigned quality standard/ check list, identify gaps and provide timely action
• Ensure that gender, disability, resilience, children’s participation and accountability to affected population principles are considered and are reflected in all education programme design and implementation
• Provide technical assistance to projects through on-site and virtual platforms as appropriate respond to requests for technical expertise from field team
• Produce, roll out and regularly review technical manuals, guidelines and tools to ensure the effective and quality implementation of projects.
• Monitor new developments in implementing EiE process and facilitate transfer and application of knowledge
• Provide technical leadership and closely work with MEAL and other sectors in strengthening Monitoring and Evaluation and use of data across all levels to improve program performance
• Identify, introduce and take measures for scaling up effective and efficient or evidence-based best/innovative practices/approaches for emergency and development context emergency response and apply in new projects.

Financial Management

• Regularly track budget versus actual together with EiE officers, EiE coordinator, program support team and take timely action
• Manage project budgets according to the plan and providing accurate and timely information on the status of expenditure,

Staff capacity building

• Regularly conduct capacity gap assessment among EiE officers and organize in house training and provide technical support as necessary
• Organize need based trainings to key partners (education experts and school management team)

Knowledge/Qualifications For The Role

Required Education, training, license, registration, and certification

• MA degree in education and other education fields especially in pedagogy, curriculum and instruction, social work, sociology, child protection, educational planning and administration

Required Professional Experience

• Minimum five years’ relevant field experience in emergency or post-emergency settings, IDP and returnees & refugee setting experience is preferable and 10 years in the field of education. Familiar with education systems (humanitarian/cluster systems as needed) for ex. the INEE Minimum Standards,
• Demonstrated understanding of the Ethiopian humanitarian context, education cluster coordination
• Understanding/experience of the education sector in Ethiopia in general and experience in managing EiE projects in emergency context
• Understanding/experience of the education sector in Ethiopia in general and experience in managing EiE projects in emergency context

Preferred Knowledge And Qualifications

• Training in project or program, strategy design and ensuring quality and child right based programming is an asset
• Proven operational level experience in Education in Emergency.

Working Environment / Conditions: Office Based with frequent travel to filed
