ROLE PURPOSE:

The education officer will lead the implementation of BSRP project activity at camp and Woreda level. He/she will plan, implement and monitor day-to-day project activates at camp and Woreda level. He/she will work closely with the Woreda education office, ARRA, UNHCR, cluster supervisors and school directors. He/she will closely work with the education Programme manager in developing a project detail implementation plan (DIP) and necessary project amendments.

KEY AREAS OF ACCOUNTABILITY

Support school directors, cluster supervisors and camp managers develop and implement a mentoring and support system for the roll-out of LB/NB approach for teachers
Ensure the implementation of the program and build the capacity of teachers to apply play-based learning methodologies in targeted schools.
Undertake & Implement Assessment for Learning (Afl) capacity development activities engaging key sector stakeholders at school level (teachers, school principals, PTSAs) in the program target woredas.
Conduct a learning outcomes assessment with a sample of children attending host and refugee schools using LB/NB tools, establish reading corners and reading camps in 68 classrooms and 17-targeted kebeles, and provide Supplementary Reading Materials (SRM) to target schools.
Provide training for the school community (school management committees, PTSA, teachers, WASH clubs, children) on 3 start hygiene (Handwashing, waste disposal, and cleaning latrine), Print and distribute "Three Star Hygiene Education Teachers Guideline" to 17 primary schools.
Deliver and provide school-based mentoring and coaching for the roll-out of Assessment for Learning (AfL) in targeted schools.
Conduct a Survey about community view on the standard and quality of schools as well as community participation in the relevant planning and service delivery process of the program.
Workout on the improvement of children’s literacy & Numeracy skills through print contextualized LB/NB training materials to support Afl roll-out in targeted schools.
Strengthened between refugee camp organizations, host communities, and government structures through oversight of the educational systems and coordination mechanisms.
Work with the education program manager and Education program specialist to develop innovative approaches and develop research products on key areas of host and refugee education to support advocacy.
Ensure integration of the BSRP program with other core education programs underway in the refugee and host community (RDPP).
Prepare timely project monthly and quarterly reports o in compliance with internal SC requirements and any relevant external donor requirements (UNICEF).
Work closely with the HR team to identify the Education officer's staffing needs for the BSRP program, and ensure rapid recruitment, induction, and training of new staff.
Close management of Education program staff, ensuring staff is clear on the work plan, priorities, and weekly schedules.
Working closely with the Monitoring & Evaluation team and put in place BSRP, M & E plan, ensuring this links to reporting requirements, and capacity build BSRP and M&E field staff in carrying out the work.
Prepare regular progress reports of the project as required by the national program manager, child protection program managers and donors, in compliance with rules and guidelines of donor and SCI
Provide feedback and share lessons learned from project implementations and financial reports
In consultation and coordination with the program manager and communications and campaigns team, support the development of child protection related communication materials and briefs as necessary
Monitoring, evaluation and quality assurance

Monitor and systematically document project results jointly with partners
Measure progress against log frame indicators at key points as well as to conduct quality assurance of key interventions and MEAL plan.
Other

Represents the education ‘sector as necessary at Woreda and Camp level education cluster/forums/meetings on areas related to the project, and upon delegation
In cooperation with the Program Manager and MEAL team ensure proper documentation of project experiences and lessons learned, best practices and achievements
In cooperation with the Programme Manager, provide information and inputs to be used for SCI Education information and communication materials
Help build documentation for evidence (case stories, best practices, studies, progress reports)-
Undertake advocacy interventions (meetings, briefings) with woreda, Camp and local stakeholders to increase investments in reading to improve literacy.
Conduct any other tasks assigned by your line manager

Job Requirements

Essential

A minimum of Bachelor's Degree in any area of Education/social science or related fields.
Recommended a minimum of 3 years’ progressive experience in a corporate or INGO environment, preferably with experience in refugee education program management and coordination experience.
Knowledge and understanding of Accelerated School Readiness (ASR) and technical knowledge of educational programming in the refugee context.
Highly developed cultural awareness and ability to work well in an environment with people from diverse backgrounds and cultures
Strong results orientation, with the ability to challenge existing mind-sets
Experience in partner’s management and capacity building
Experience of working successfully with program managers in other parts of own organization or partner organizations to deliver major change
Experience of solving complex issues through analysis, the definition of a clear way forward and ensuring buy-in
Ability to present complex information in a succinct and compelling manner
Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
Fluency in English, both verbal and written, required
Knowledge of the local language of the area is essential.
