IFES is an international, nonprofit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries. IFES is currently implementing its three-year (2019-22) 'Ethiopia Elections and Political Processes Program' funded by the United States Agency for International Development, supporting the national election management body - the National Election Board of Ethiopia (NEBE) - to administer credible and inclusive elections in 2020 and beyond.
I FES seeks an experienced Electoral Disput e Resolution (EDR) Advisor to work with IFES' Country Director, IFES' Senior Global Legal Advisor, the NEBE and other stakeholders to provide technical expertise and capacity-building support for the Ethiopia Elections and Political Processes Program.
Job Responsibilities
Under the guidance of the Ethiopia Country Director, the Electoral Dispute Resolution (EDR) Advisor will be responsible for the following tasks
- Work with NEBE on finalizing legal directives with public consultation
- Liaise with the NEBE, the Supreme Court, and other relevant institutions on election dispute resolution training, procedures, and planning
- Develop and deliver EDR training(s) as requested
- Provide technical advice to Country Director regarding follow-up work necessary with the NEBE or other relevant institutions with regards to EDR
- Prepare EDR training and briefing materials as well as ad-hoc reports as necessary
Requirements:
- University degree or advanced education in law
- Minimum 10 years of relevant professional experience
- Prior experience in working with Electoral Commission(s) and/or judiciary in the fields of EDR, legal frameworks, and/or election administration processes from a legal advisory perspective
- Experience in organizing and conducting trainings for election officials and/or judiciary members
- Sensitivity to local environment and customs
- Ability to create and maintain excellent stakeholder working relationships
- Proven ability to plan and ensure targets are met
- Experience preparing training materials and reports
- English fluency
