Employee Position Summary

This position is more of a technical position in IMC Ethiopia country office, and the position holder will work under the direction supervision and support of the senior health program Manager. The position holder is responsible to lead and coordinate the planning, implementation and evaluation processes of emergency health preparation and response intervention of International Medical Corps designed in the current COVID-19 response project sites and other emergency health project sites. He/she also participate in disease surveillance and response during occurrence of outbreak, provide training, follow up of early warning and integrated disease surveillance, regular data collection, mapping of IMC intervention areas in terms of occurrence of epidemics, conduct capacity assessment at the project sites & health facility and assessment of risk factors and hazards for the occurrence of outbreaks and disease patterns in the project areas.  S/He will represent IMC in any coordination meetings organized at the regional level and at national level if need requires and also provide technical support for EOCs.

Essential Job Duties and responsibilities/Scope of Work:

1.       Support for Program Development

o  Regularly assess new developments and needs in project areas during field visits including new gaps and potential areas of intervention in public health emergency management including disease surveillance and outbreak response especially for COVID-19 outbreaks.

o  Assist the senior health program manager in identifying potential areas for new projects on emergency health and COVID-19 response and to prepare concept notes and project proposals.

 

2.       Program Implementation, logistics and budget management

o  Ensure that the project interventions are appropriately integrated at all levels. Regional, zonal, woreda and in the primary health care unit.

o  Ensure International Medical Corps Public Health Emergency intervention standards and protocols are met the national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.

o  Provide technical support and guidance during the planning, implementation, monitoring and evaluation of COVID-19 project activities in the project areas from the inception to the close out stages.

o  As a lead technical person on PHEM; mentor, couch and lead the technical competence and capacity of health staffs assigned in each field offices and woredas on public health emergency preparedness and response, surveillance, early warning and recovery.

o  Ensure proper emergency preparedness plan preparation at the project woredas and PHCUs in close support with field staffs.

o  Support in strengthening rapid response team to enable collect, compile, analyse and interpret surveillance reports to use for decision making and action and also provision of feedback.

o  Help in staff recruitment, training, performance monitoring and ensure that standards and protocols are adhered and implemented.

o  Review program budget versus implementation and ensure proper utilization of budget and provide feedback based on the monthly financial report for the field team.

o  Ensure all trainings are provided with standard training manuals.

o  Provide and facilitate trainings and orientation for field staffs and government employees on the area of emergency health and other related topics.

o  Prepare the necessary standard data collection tools for undertaking periodic assessment of PHEM at the zonal and woreda level and compile, analyse and reporting of the status and findings.

o  Conduct various types of assessment in relation to health emergencies to understanding and know the gap at health facility, major risk factors and hazards for disease occurrence at all project sites, disease patterns and awareness of the community.

o  Work with integration with other sectors Nutrition and WaSH in the country and field offices.

o  Ensure smooth phase out in each project areas during project phase out period.

 

3.       Reporting and M/E

o  Provide project updates and regular reports.

o  Collect monthly reports from field offices, review and provide feedback of reports.

o  Assist the senior health program manager to compile the field based reports and prepare high level regular reports and updates.

o  Support the field based team to establish strong reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results.

4.       Representation

o  Represent the organization in any meeting focusing on COVID-19 response at WHO health cluster, EPHI, EOC and at regional level as per need.

 

5.       Capacity Building and Coordination

o  Capacitate health coordinators and supervisors at field level to enable them provide high level performance during planning, implementation and reporting.

o  Facilitate the development / adaptation (national protocols) of different health related manuals and guidelines including training follow-up.

o  Identify training needs and make a capacity development plan for the technical officers.

 

Additional Tasks:

o  Collaborate with other actors working in the target community

o  Be flexible and be able to give assistance with different activities not included in this primary job description.

o  Implement other PHEM related activities as per direction from immediate supervisor (senior Health program manager).

Job Requirements

·         MSc degree in field epidemiology or MPH.

·         Five years relevant and practical work experience.

·         Experience in PHEM, disease surveillance, early warning, disease outbreak management, preparation of emergency preparedness and response plan and support for RRT at all levels.

·         Excellent training experience and skills, including on the job and formal training.

·         Trained and certified on standard IDSR, PHEM, Surveillance and other related courses.

·         Knowledge on Global Health security agenda.

·         Ability to work with a broad spectrum of people from different cultural backgrounds.

·         Excellent communication skills.

·         Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources

Must be able to write technical reports in English and meet reporting deadlines.
