The filing and VAT clerk is responsible for filing and documentation of all financial documents (both at head office and the central store at Adama); handling monthly tax, pension, cost share, and other payroll liabilities payments to tax authority; preparing checks for all Addis based projects and scanning of documents (for uploads to accounting software, for audits, internal reporting, online filing, etc...).

The position is also required to make sure that audit sample documents from field offices are delivered safely and in a timely manner to head office and returned in a similar manner. The filing and VAT clerk is also the focal person for submission of VAT refund documents to Donors and responsible for collection of refund checks.

S/he also provides back up cover for the assistant accountant position.

II.    Responsibilities

Job Responsibility # 1:  Filing and documentation (30%)

  • Filing documents properly after all the necessary approval and payment processes have been completed.
  • Label box files and place all financial documents (cash receipts, checks, transfer letters, journal vouchers, etc…) in logical order (as per the filing protocol of CARE).
  • Maintain all files for the incoming and outgoing letters from and to finance.
  • Provide documents to auditors or staff when documents are required.
  • Ensure documents are returned and properly filed after auditors and staff review and verify.
  • Maintain handover register for the proper and timely issue and return of all financial documents.

Job Responsibility # 2:  Scanning and copying of financial documents (30%)

  • Scan and provide soft copy of documents for online filing and uploading to accounting software.
  • Coordinate the scanning and delivering of audit samples for remote audits.
  • Assist finance staffs with all other scanning and copying needs.

Job Responsibility #3:  Taxes (30%)

  • Facilitate monthly tax, pension, cost share, and other payroll liabilities payments to the government in timely fashion.
  • Provide support to finance officer at time of reconciling taxes from system to actual amount paid to the government.

Job Responsibility #4:  Other (10%)

  • Contribute to softy copy filing on the shared drive and participate in hard copy/archiving as required.
  • Handle the responsibility of the assistant accountant and/or the account analyst as required.
  • Assist in advance payments for trainings, meetings and workshops
  • Perform other duties as assigned.

Job Requirements

IV  Qualifications

Required:

  • Certificate or Diploma in accounting or equivalent combination of education and work experience
  • 2 years job related experience.

Desired:

  • NGO experience
  • Good communication and presentation skills
  • Well organized and ability to act in a professional and ethical manner
  • Good skills in computer applications
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.
