The Confederation of Ethiopian Trade Unions (CETU) is un-umbrella organization for Nine National Industrial Trade Unions Federations which consist over 2001 basic trade unions.  Its total membership is over 500,000.   It has seven branch offices at different national regions of the country. Namely, Mekele, Awassa, Diredawa, Jimma, Bahirdar, Kombolcah and Nazereth. Its major objectives are defending the rights and interest of Ethiopian workers, organized workers, and strengthen the unity of those workers, building their capacity and contribute its due share for peace, democracy, human rights, people’s equality, defense poverty  by carrying on awareness and capacity building trainings for workers to be efficient on their work and  productivity.

The Confederation of Ethiopian Trade unions (CETU) is looking for a project coordinator for CETU’s component of the project “Policy Dialogue and Civil Society Action to Promote and Defend the rights of Domestic Workers” financed by the European Commission Call for Proposals for Large Grants 2019’’. Realized by the Confederation of Ethiopian trade unions,  (CETU),the project will have a duration of 36 months and aims at contrasting Domestic workers gap in Ethiopia and the project general objective is:  to strengthening citizens’ voices for policy dialogue and sustainability contribution of CSOs to reduce domestic workers’ violence and abuse.

Purpose of the position

The Project Finance Manager will be responsible for maintaining finance management systems, running and analyzing grant related reports and maintaining sound grant records and files that ensures proper execution of grant activities and utilization of grants funds. The finance manager will be responsible for monitors partners’ compliance/adherence to EU Policies and Procedures, requirements, grantees’ own policies and procedures, and other applicable local laws. The officer will also be responsible for some finance/accounting activities related to one or more projects as assigned by the Senior Finance Director.

Key Job Descriptions/Responsibilities:

  • The Finance manager oversee project that relate directly to project expenses, cash flow and reporting. This requires them to apply accounting procedures while also gathering and analyzing data
  • The Finance project manager should be able to prepare cost-benefit analyses for projects across departments while identifying areas where cash flow can be improved.
  • Ensure effective, transparent use of financial resources in compliance with EU and CETU’s, policies and procedures;
  • Maintain banking relations, plan and monitor country cash flow requirements to ensure the smooth implementation of CETU’s programs.
  • Provide perioding management reports to responsible bodies, including expenditures by cost centre/project, sub-grantee reporting and other required financial information, in a timely and accurate manner.
  • Provide standard accounting submissions to CETU’s finance head and donor, including general ledger files, account reconciliations, expenditures by cost centre/project, required sub grantee reporting, as well as other financial information in a timely and accurate manner;
  • Develop annual budgets and develop and implement grant budgeting and forecasting systems with the other staff;
  • Supervise financial management of sub-grants to consortium/co applicant implementing partners.
  • Set up and ensure systems for compliance to EU and statutory rules and regulations.
  • Organize local external audits according to donor and local government standards;
  • Support CETU’s internal audits as and when required;
  • Perform regular risk analysis, identifies the risks and reports them on time;
  • Ensure that payroll and salary systems function as required;
  • Work closely with Human Resource colleagues to maintain CETU’s Ethiopia’s salary scale;
  • Build and work with cross-functional teams. The ability to coordinate across departments and motivate staff members to complete projects according to both internal and external deadlines is vital.
  • Scheduling and managing timelines is another important part of a finance project manager’s duties. They
  • Analyze actual performance compared to the action plans of the project
  • Conduct reviews and evaluations for financial flow
  • Oversee operations of the financial activities, to meet the goal and objectives, and design a framework for these to be met.
  • Manage and control the preparation of the project budget.
  • Analyze the finance with auditors to ensure appropriate monitoring of project finances is maintained.
  • Correspond with project staff and department to, discussing financial plans and agreeing on future paths to be taken.

JOB REQUIREMENT

Requirements

  • BS/MA degree in Finance, Accounting, Economics
  • Professional qualification such as CFA/CPA or similar will be considered a plus
  • Proven experience as a Financial Manager
  • Experience in the financial sector with previous possible roles such as financial analyst
  • Extensive understanding of financial trends both within the project and general finance patterns
  • Proficient user of finance software
  • Strong interpersonal, communication and presentation skills
  • Able to manage, guide and lead employees to ensure appropriate financial processes are being used
  • A solid understanding of financial statistics and accounting principles
  • Working knowledge of all statutory legislation and regulations

Experience:

  • At least 6 years experience in similar project and positions (required);
  • Proven experience in managing EU funded project (required);
  • Previous experience in countering against domestic workers , cluster development, employment support schemes, workers’ rights trainings, value chain development, (strongly preferred);
  • Previous experience on women empowerment (preferred);
  • Experiences in an NGO or an international organization with growing responsibilities
  • Extensive experience in financial management, including gathering and analyzing data, organizing reports, and presenting findings to stakeholders
  • Develop budgets and create forecasts to support projects related to cash flow
  • Developing, leading, and coordinating cross-functional teams is essential for a successful finance project manager, as projects frequently involve sales, accounting, and management personnel
  • Highly organized and able to develop project schedules, identify milestones and deliverables, and ensure that projects are completed on time
  • Skilled communicators, able to report to executives and clearly communicate with team members across departments

Personal Qualities:

  • Excellent knowledge of Project Cycle Management and related tools (required);
  • Good ability to work well without supervision; stress resistance; flexibility; patient (required);
  • Very good working knowledge of MS Office, including MS Access (required).

  • Experience in and excellent understanding of Ethiopian country context./law
  • Excellent communication skills.
