Working with and reporting to the Director of Operations & Finance the Finance Manager is a key member of the management team and will be in charge of implementing financial policies, strategies, and plans; leads the finance team and directs the financial activities of the organization. Build a motivated and productive work team capable to implement the strategic plan of the organization; develop proper monitoring and follow-up systems to ensure financial sustainability of Engender Health; provide advice and support to managers and functional units whenever there is a need.

The Finance Manager will be responsible for the overall day-to-day effectiveness of finance functions, the management, and consolidation of monthly accounting circle, and routines throughout Engender Health offices in Ethiopia. They will be responsible for the preparation of all statutory financial statements both for management and for external use. They work in full compliance with all applicable donor rules and regulations and country’s laws. They will also provide advice and support on financial matters to managers and functional units whenever there is a need.
ESSENTIAL FUNCTIONS:

a) System Development

  • Assist in the development of Engender Health Inc. financial management strategies and systems to contribute to the project sustainability.
  • Identify internal control weaknesses and develop policies, systems, and procedures to address such weakness
  • Ensure all finance staff understand the organization’s financial policies, procedures, systems, and application software
  • Develop and implement accurate cash management strategies and systems.
  • Ensure policies, standards, and guidelines provided (SOP) are properly implemented to ensure adequate internal controls.
  • Responsible to strengthen the custody system over cash, documents, supplies and inventories and fixed assets.
  • Follow up on control systems to prevent waste and fraud
  • Ensure proper segregation of duties within the finance system.
  • Follow up on approval authority limits and provide service approvals within the approved limits as assigned by HQ.

b) Financial Management

  • Assist in ensuring effective financial management and accounting systems, in line with EH Financial SOP, follow up national and international standards, are established, used, and maintained.
  • Ensure Engender Health adheres to all local statutory obligations.
  • Prepare and distribute key financial and statistical performance information to all Engender Health relevant bodies in a timely manner.
  • Assist managers in understanding and interpreting the financial performance indicators/reports.
  • Review and send accurate and timely monthly, quarterly and year-end financial and statistical reports to the supervisor.
  • Monitor cash flow and expenditure against budget and advise the Director of operation & Finance and the CD on possible corrective action.
  • Ensure policies, standards, and guidelines provided are properly implemented to ensure adequate internal controls.
  • Assist in strengthening the custody system over cash, bills, documents, supplies and inventories, and fixed asset
  • Continuous monitoring to ensure that decentralization and delegated financial authorities are managed properly and in adherence to EH’s financial policies and procedures.
  • Ensure that good financial management systems and procedures are in line with best practices.
  • Assist with monitoring grant funds and ensure expenditures are in accordance with the approved grant document.
  • Ensure all audit recommendations are implemented in the subsequent year.
  • Ensure proper segregation of duties is implemented within the finance system.
  • Ensure the development of budgets and implement budgetary management strategies in the country. Support the development of the donor budgeting process with a focus on a robust BVA tracking system.
  • Provide support to the program team in preparation of plans and budgets and in resource management processes.
  • Review & Confirm to D F & O monthly financial reports for submission to New York HQs within the close timetable.
  • Provides financial training and guidelines to employees as needed.
  • Responsible for the review and compilation of government reports.
  • Review and send accurate and timely monthly, quarterly and year-end inter-regional and national financial reports to management.
  • Ensure financial document filing and storage.

c) Strategic Development & Planning

  • Assist in the development of Financial Management Strategy Development to contribute to EngenderHealth vision and mission.
  • Provide appropriate technical support and participate in target setting and proposal development to facilitate the financial planning process
  • Provide technical support and participate in target setting and in designing the financial planning process.

d) DOVICO/Time-sheet

  • Act as a focal team member for DOVICO management in-country.
  • Assign appropriate time charge codes for new hire and current staff and monitor the lockout period and grant overrides and run level-of-effort reports for payroll processing.

e) Inventory Follow up

  • Review stock report and timely communicate on any discrepancy for management decision
  • Follow up on regional stock report and mentorship during field support visit on separate financial monitoring of the inventory system.
  • Serve as senior bidding committee for purchases above 50,000 ETB

f) Team Building/Networking

  • Develop strategically oriented, motivated, productive, and appropriately managed finance team
  • Provide leadership and strategic direction to the finance team.
  • Identify training needs for finance staff and ensure the training is provided in consultation with Supervisor
  • Inspires and motivates others to perform well, effectively influences actions and opinions of others, inspires respect and trust, accepts feedback from others, provides vision and inspiration to peers and subordinates. Continually works to improve supervisory skills.
  • Establish and maintain a close relationship with bankers and conduct negotiations concerning quality banking service.
  • Develop performance targets with each team member, conduct performance evaluation, and provide constructive feedback to the team members.
  • Empower and enable staff in all financial activities.
  • Provide orientation for new staff on EH financial system.
  • Perform performance review for staff under the direct supervision and give feedback for those matrix managed at regions.
  • Perform any other related assignment as assigned by supervisors.

Job Requirements

EDUCATION  & EXPEREINCE:

  • BA degree in Accounting, Business Administration, Management, or related field from a recognized university or professional institution. A Master’s Degree in Accounting & Finance or Professional certificate (ACCA, CPA) is a plus but not mandatory.
  • Minimum of (8) eight years in financial management position and experience with NGOs.
  • Auditing experience.
  • Willingness to travel to field offices.

  • Excellent verbal and written communication skills in English.
  • Good knowledge of international donor regulations and requirements such as USAID etc.
  • Strong accountancy, report writing, and analytical skills.
  • Good knowledge of computer applications - QuickBooks and Peachtree.
