PURPOSE OF THE POSITION

To manage the finance related issues of a government grant project. The Finance Officer will assist the program staff by providing proper analysis, timely financial report and meeting all the donor requirements.

MAJOR RESPONSIBLITIES

  • Ensure the financial and accounting integrity of World Vision Ethiopia.
  • Process Invoice settlement to the prime organization
  • Facilitate local travel and business advance and medical payment requests and pass the necessary entries and follow up their settlement.
  • Handle disbursement activities at HO level as per the partnership financial manual and internal financial policies and guidelines.
  • Follow-Up long outstanding advances of the project staff and payables on monthly basis and keep records up-to-date.
  • Journalize and summarize transactions by cost center and send hold data for review and posting to FMs.
  • Provide assistance, as needed, to the Finance Manager and WASH Program Manager and staffs, on accounting issues

  • Provide accurate and timely financial data of the project to FM
  • Provide regulatory reports on VAT
  • Provide applicable reports to Woreda/zonal/ regions as needed.
  • Work together with the program staff to prepare project pipeline analysis

Financial Risk and Compliance Management
  • Participate in annual plan and budget preparation and assist FMs in review APs cash flows.
  • Monitoring and controlling resources and overseeing the project’s support cost charge vs budget.
  • Follow grant projects at implementing woredas and monitor charged costs according to their nature and purpose.
  • Ensure grant compliance are maintained like LDR and Screening process is undertaken at cluster level
  • Collaborate with internal and external auditors for grant and sponsorship audit.
  • Comply with World Vision Ethiopia’s accounting policies and procedures, both written and unwritten, and report any instances of non-compliance.
  • Conduct field visits to review documentation and compliance

Job Requirements

QULIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES

In order to qualify for this positions candidates are expected to meet the following qualifications i.e. technical skills , or other knowledges are required :

  • Educational level required:    BA  in Accounting or related field
  • Experience:  minimum of 4 years of experience in business management  experience INGO and for profit ; experience with  US government  grant regulations and financial reporting  requirements
  • Preferred Skills: Certified Public Accountant  or equivalent is prefered 

Other Competencies/Attributes:

  • Excellent oral and written communication skills in English;

Working Environment / Conditions:

  • Office-based with frequent travel to the field
  • Travel: 40 % domestic  travel is required.
  • Place of Work:  Head Office , Addis Ababa
