Summary:

  • Save the Children is seeking a Gender and Youth Advisor for an anticipated five-year, USAID-funded Highlands Resilience Activity in Ethiopia. The Highland Resilience Activity will support the graduation of Productive Safety Net Program (PSNP) clients by linking them with new on-farm, off-farm, and employment opportunities.
  • The Activity will have a strong focus on improving access to finance for vulnerable highlands households and will be integrated into USAID's Resilience Food Security Activities (RFSAs) in five regions of Ethiopia. The Gender Advisor & Youth will ensure a gendered and youth relevant approach throughout the HRA program assessments, planning and implementation that takes into account the differences in men's, women's, boys', and girls' roles in the community context, as well as the intergenerational and gendered inequalities that exist within a household.
  • The Advisor will work closely with the HRA team, the government, local authorities, and other key stakeholders to address gender-related differences and integrate Positive Youth Development approaches in the program. This position is contingent upon donor approval and funding.
    Key Areas of Accountability:
  • Serve as part of the Senior Management Team (SMT)
  • Stay abreast and informed of USAID and other relevant gender and youth principles, policies, regulations, monitoring and evaluation principles, and indicators. *
  • Lead on the development and implementation of appropriate gender and youth assessments in the program areas. Contribute to the development and implementation of annual program work plans and performance milestones.
  • Review project reports and annual implementation plans and contribute to regional and national strategic planning. *Analyze and review program reports to ensure gender integration in the narrative.
  • Provide gender-related technical support to all project staff, including but not limited to livelihoods, nutrition, and resilience teams
  • Provide technical, programmatic, operational, and managerial oversight of all activities that have a gender aspect or component
  • Participate in technical working groups.
  • Ensure that program implementation meets USAID's programmatic, administrative and financial standards and requirements.

  • Bachelor Degree in gender/women's studies, international development, livelihoods, market system, or related area preferred.
  • Minimum of 10 years of relevant experience working on problem assessments related to nutrition, livelihoods, food security, or market systems
  • Proven ability to apply gender-sensitive and gender-transformative approaches on USG initiatives.
  • Demonstrated ability to work with host government and partners in implementing a complex project in the field under challenging circumstances.
  • Significant knowledge of gender principles as they relate to livelihoods, , nutrition and resilience for community-based programs.
  • Significant knowledge of system in Ethiopia, specifically as it relates to government policies, programs and partnerships addressing the needs of food security.
  • Experience in gender-based programming with substantial understanding of and commitment to equality and equity issues and mainstreaming.
  • Experience working on similar USAID or other donor-funded programs; familiarity with USAID regulations and policies preferred.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Excellent oral and written communication skills in English required.
