Currently, Tetra Tech Inc. is providing USAID-Ethiopia with Engineering Services and Construction Oversight (ESCO) on select projects countrywide. The ESCO project, now in its 2nd phase, provides engineering services and construction oversight for new health facilities, the national blood bank service (NBBS), water supply for health facilities, rural water supply and sanitation.

Tetra Tech Inc. is currently seeking expressions of interest for a GESI Coordinator to support the Young Woman Engineer and Architect Internship Program and to ensure that the ESCO-2 study, design, and oversight activities satisfy gender equality and social inclusion requirements mandated by USAID. Woman candidates are strongly encouraged to apply for this position. The successful candidate will take a major role in formulating curriculum development, recruiting, implementing and appraising the Young Woman Engineer and Architect Internship Program. The GESI Coordinator will also provide guidance on gender and social inclusion across project objectives and activities. S/he will be responsible for gender and social inclusion analysis as well as developing a robust gender strategy for the ESCO-2 Task Order. The GESI Coordinator will be responsible for the following activities:

  • In coordination with the ESCO-2 Chief of Party and Project Manager, develop the Young Woman Engineer and Architect Internship Program. The GESI Coordinator will support the program from its inception up to its implementation, monitoring, and evaluation.
  • Participate in recruiting women engineers and architects in such a way that the process is balanced, appropriate, and impartial.
  • Participate in curriculum development for the internship program along with the Project Managers to ensure the curriculum addresses among other things the ways and means to enhance the active participation of women engineers and architects, to build the technical capacity of the participants, and to build confidence and self-esteem of the young women interns.
  • Follow-up and monitor the day to day progress of the young women internship program and where necessary recommend measures to improve it.
  • Discuss with the ESCO-2 Chief of Party and Project Managers any positives and/or concerns identified during implementation of the young woman internship program and recommend mitigation measures while enhancing the positives.
  • Periodically, evaluate the success of the young women internship program against goals set at the start of the program and present the findings for management review.
  • Develop the ESCO-2 GESI strategy and identify gender equality and social inclusion indicators that are contextual, measurable and achievable.
  • Develop GESI specific recommendations tailored to USAID ESCO-2 objectives and activities (study, design, and oversight) with the vision of equal rights, responsibilities, and opportunities to women during the various stages of projects/activities implementation.
  • Facilitate GESI analysis of ESCO-2 activities and maintain ongoing monitoring and evaluation of gender focused initiatives and activities.
  • Ensure that the Task Order’s gender equality and social inclusion strategy is implemented in compliance with the ESCO-2 project work plan and client expectations.
  • Prepare or participate in preparation of periodic and routine reports (internal and for USAID submittal) including updates on gender equality and social inclusion during projects/activities implementation, concerns, mitigation measures, and recommendations for the way forward.
  • Provide input to any guidelines, manuals or other documents prepared under ESCO-2 in order to ensure that they are fully sensitive to GESI concerns. Also, provide technical input for integration of GESI recommendations into the ESCO-2 activities.
  • Conduct field visits to monitor gender equality and social inclusion aspects of projects undertaken by USAID’s contractors and implementing partners
  • Participate in meetings and workshops, as required
  • Preform any other duties assigned by Chief of Party as per the need of the program
  • Reports to the Chief of Party.

Job Requirements

Essential educational, experience, and competency requirements are:

Bachelor’s degree or equivalent in gender studies, social science, sociology, education, business, or related fields;

  • At least Five (5) years of relevant experience; preferably in donor-funded programs;
  • Experience with women-focused projects and programs is highly desired;
  • Experience in project coordination including team management is desirable;
  • Experience in the engineering and construction industry is a plus;
  • Proficiency in Microsoft ProjectWord, and Excel;
  • Proficiency in English, both oral and written; and,
  • Strong oral and written communication skills.
