The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person for the position of Generalist Field Officer 3 (Advisor to Management) -12 months fixed term contract, based in Shire.

GENERAL DUTIES

Ÿ  Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.

Ÿ  Understands and adheres to the ICRC Code of Conduct.

Ÿ  Understands the roles of the components of the International Red Cross and Red Crescent Movement.

Ÿ  Respects and observes staff regulations and security rules at all times.

Ÿ  Represents the ICRC in a professional manner at all times.

Ÿ  Develops and maintains a pleasant and conducive working environment with colleagues and line managers.

Ÿ  Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

Ÿ  May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

ACCOUNTABILITIES AND RESPONSIBILITIES 

Ÿ  Advises SHR Management and staff on political issues, conflict and security situation and contributes to the definition of the overall strategies of the SHR-SD, including periodization of activities around key objectives/ areas of impact.

Ÿ  Maintains and develops a network of contacts within the regional authorities, security and armed forces, political opposition, civil society and International Red Cross and Red Crescent Movement and with any other influential stakeholders. Facilitates management’s access to them.

Ÿ  Guides and supports the Sub-Structure to develop a network of key interlocutors (civil authorities, civil society, NGOs, UN, etc) present in Shire AoR.

Ÿ  Guides and supports departments of the Delegation in Addis to identify and map interlocutors and humanitarian actors relevant to their work in Shire AoR.

Ÿ  Holds briefings on the context and cultural sensitivities for delegation/sub-structure staff.

Ÿ  Monitors the humanitarian environment, needs, and contributes to the analysis of the socio-economic, cultural and political environment relevant to the ICRC in Shire AoR.

Ÿ  Writes & translates reports, briefing notes and other required documentation to share the results of political and other analyses.

Ÿ  Contributes to a sound working relationship with the Ethiopian Red Cross Society (ERCS) in SHR.

Ÿ  Represents the ICRC and maintains contact with regional and local authorities, UN agencies and NGOs, in order to enhance acceptance of ICRC's activities.

Ÿ  Facilitates and contributes to the work of delegates or other specialists, either internally or externally (internal or external meetings with beneficiaries, authorities at local level, briefings on ICRC field activities, etc.).

Ÿ  Supports activities of Protection, EcoSec, Health and Water & Habitat activities in Shire in close collaboration with the concerned departments and their coordination.

Ÿ  Supports EcoSec during emergency interventions.

Ÿ  Actively participates in annual Accountability of Affected Populations (AAP) assessments.

Ÿ  Represents and promotes the ICRC with regard to its activities to all relevant interlocutors in Shire.

Ÿ  Closely follows and contributes to the analysis of the security situation, contributes to the adaptation of security regulations if necessary and adheres to their implementation; maintains regular contact with the relevant authorities (military, security and police) especially in the areas of operation and informs field team accordingly.

Ÿ  Contributes to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting; contributions to PFR, BFR, APM, analysis of various files, etc.

ADDITIONAL DUTIES

Ÿ  Follows up on all work-related messages and correspondence with the relevant contacts and departments.

Ÿ  Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.

Ÿ  Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

Ÿ  Takes responsibility for the own professional learning and development.

Ÿ  Upon request, participates in other programs based on operational priorities.

Job Requirements

Ÿ  BA or master’s degree preferably in Political Science, International Relations, Social Science or closely related fields

Ÿ  Five years’ professional experience in similar fields

Ÿ  Ability to demonstrate the existence of a relevant network of contacts

Ÿ  Proven experience in cultivating strategic networks and influencing others

Ÿ  Knowledge of multilateral organizations/fora/agencies and platforms

Ÿ  Very good command of written and spoken English, Tigrigna and Amharic.
