The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire two experienced, highly motivated and qualified persons to fill the positions of:

 

Generalist Field Officer

MAJOR TASKS AND RESPONSIBILITIES

Representation, Communication and Networking

  • Supports the line manager in the establishment and development of a network of key interlocutors (civil authorities, police, civil society, NGOs, UN, etc) present in the area of responsibility to ensure access and acceptance.
  • Ensures that the list of key interlocutors is kept up-to-date.
  • Represents and promotes the ICRC regarding its activities with all relevant interlocutors including through operational dissemination sessions when appropriate.
  • Provides media analysis relevant to the area of responsibility.

Security management

  • Informs and advises line manager of all irregularities and/or security issues/situation in the area of responsibility and facilitates security guarantees for the deployment of ICRC teams in the area of responsibility.
  • Contributes to maintain and develop a network of key interlocutors for enquiries about security.
  • Supports the line manager in the communication about application of the security rules and how to deal with security and behavior matters to other ICRC teams in the area of responsibility.

Cooperation

  • Ensures good working relations with the Ethiopian Red Cross Society (ERCS) in area of responsibility through regular visits, in close collaboration with line manager and Cooperation department.
  • Follows up on the ERCS financial settlement procedures with the ICRC to make sure all invoices / receipts / supporting documents are approved/valid according to the joint program planning.

Other Programmes

  • Provides support to EcoSec, Health, Wathab and Protection activities where/when required in the area of responsibility (assessment, networking, distribution…).
  • Supports other departments to identify and map interlocutors and humanitarian actors relevant to their work in the area of responsibility, or interest to the ICRC.

Analysis and synthesis

  • Assist the line manager in his/her contribution to the elaboration of strategies and objectives, and the implementation and follow up of related programs and activities in coordination with the Movement, other humanitarian actors, and relevant stakeholders.
  • Contributes to, and assist line manager in, the analysis of humanitarian, political and security environment to identify humanitarian needs and prioritize the response in the area of responsibility.
  • Contributes to, and assist the line manager in, the preparation of accurate institutional reports, minutes of meetings, key points, and other ad hoc written reporting.

Logistics

  • Contributes to the planning of field trips and partake in field trips with the line manager.
  • Assists in the administrative processes for field trips and respect the appropriate deadlines.
  •  In collaboration with support departments, organise and follow the logistics necessary for field trips (materials, vehicles, IT, etc).

 

Location of work: Nekempte with frequent field trips to surrounding areas of the region and ICRC operational areas.

Job Requirements

Education and Professional Experience Required

  •  University Degree in Social Sciences/Community Development or closely relevant field
  • Minimum 3 years of related experience, out of which 1–2 years’ programme/project experience with a humanitarian organization.
  •  Very good command of written and spoken English, Oromifa and Amharic.
  • Very good knowledge of the Oromia Regional State,Nekempte and the surrounding area, and other ICRC operational areas, with solid understanding of federal/regional affairs.
  • Very good computer and MS Office proficiency.
  • Valid manual driving license (3rd grade/Public 1/Auto) is an asset.
  •  Availability and flexibility regarding frequent field missions to operational areas (minimum 50% of the time on field visit).
