In the Right2Grow partnership, World Vision has joined forces with five other international NGOs and over 25 local civil society organisations in Bangladesh, Burkina Faso, Ethiopia, Mali, South Sudan and Uganda. Together we are amplifying marginalized voices to get to zero undernutrition and zero people without access to basic WASH services. The programme is funded by the Dutch government 2021 to 2025. In order to measure the progress towards the envisaged goal, Right2Grow has a MEAL strategy including principles of adaptation, usefulness, decentralisation and co-creation as well as the combination of qualitative and quantitative approaches to collect and analyse data to be used for learning, steering and accountability. Additionally, we also want to ensure the recognition and visibility of the contribution of local and national actors. Collaboration within the Right2Grow partnership is based on equal relationships and the vision of working with local partners, having both INGOs and local CSOs engaged. The Global M&E lead is expected to promote this.

 

Key responsibilities

The Global M&E lead plays a key role in the coordination and quality implementation of the Right2Grow MEAL strategy and provides guidance to ensure adherence and coherence across all implementation countries, working closely with in-country M&E focal points and other lead positions within the partnership. Among other tasks, the Global M&E lead:

·         Co-develops, refines, and facilitates frameworks and procedures for baseline, planning, monitoring, reporting and evaluation with the MEAL working group.

·         Coordinates outcome measurement and reporting processes, including a global database used for data collection on result frameworks and global IATI requirements, ensures quality review.

·         Supports the annual reflection and planning process and consolidated reporting.

·         Provides support to in-country MEAL teams on a needs-basis, including one monitoring/support visit per year to each of the implementation countries.

·         Coordinates capacity-building activities and methodologies training based on a capacity assessment.

·         Analyzes data and shares regularly updates with the partnership, providing leadership on M&E topics at global level.

·         Ensures governance of the global MEAL working group.

·         Liaises closely with the global coordinator and other global leads on Linking and Learning, Mutual Capacity Development and Lobby and Advocacy in the partnership as well as networks with the donor and other strategic partnerships.

 

Job Requirements

 ·         Post-graduate degree in a relevant field and at least 5 years of experience, whereof at least 3 years on coordinating level, working for an international agency in monitoring and evaluation linked to advocacy, social accountability, nutrition and/or WASH; designing and implementing frameworks and procedures for baseline, planning, monitoring, reporting and evaluation.

·         Significant and proven experience in the use of primarily qualitative and secondarily quantitative methods, and participatory approaches. Experience in outcome mapping as well as M&E linked to cross-cutting issues such as gender and inclusion is a strong asset.

·         Demonstrated ability to transfer knowledge through informal and formal capacity building for national and international staff, including remotely.

·         Excellent communication and writing skills in English. Proficiency in French is a strong asset.

·         Demonstrated ability to motivate multi-stakeholder teams and inspire teamwork. Experience with collaborating with multiple partners, across different countries, is an advantage.

·         A good team player with capacity to work independently.

·         Available to travel to programme countries (up to 25%).
