Plan International Ethiopia is looking for Grants Compliance Coordinator for Country Office who will be reporting to the Grants Manager.

 

1. Dimensions of Role

The post holder will report to the Grants Manager (see Annex 1). S/he is accountable for compliance within the grants portfolio ensuring that projects are effectively implemented according to donor requirements; through development and maintenance of systems.

 

In line with the global strategy (2017-2022), the five year Country Strategy, the Annual Plan, the annual Business Development Plan, and current Emergency Response Plans, the incumbent will be responsible for:

 

  • Preparation and management of the annual operational budget of the Grants’ team.
  • Provide orientation on donor regulations to implementers
  • Quarterly grant analysis report
  • Quarterly Grant Management analysis report
  • Master grant schedule

 

2.Typical Responsibilities - Key end Results of the Position:

  • To contribute to the successful management of Plan Ethiopia’s Grants Portfolio by offering timely and appropriate support to respective grants projects such that high standards of compliance are maintained.
  • To develop and maintain systems for tracking and promoting compliance across all relevant departments and staff involved in the grant management cycle.
  • To coordinate with other departments and staff to ensure donor compliance, (including compliance with implementation timeframes, and implementation requirements such as procurement conditions, expenditure eligibility conditions, reporting requirements, budget amendments, cost or no cost extensions, and so on).
  • To writing Funding Agreement Documents (FAD) and manage the approval process, To ensure all relevant documentation pertaining to all grants is centrally filed, and copies made available to all departments and staff involved in the management of the grant as relevant.
  • To review and summarize grant opportunity (bids) to support the development of responsive proposals.
  • Participate in grant acquisition discussions and contribute to decision making processes.
  • Support in the regular exercise to form funding gap priorities.
  • Review Grant Management Meeting proceedings and project reports to donors for consistency and compliance to donor requirements – before submission to National Offices / donors.
  • Track grant budget portfolio.  Identify challenges or potential delays in implementation/management early, and escalate as required to ensure timely achievement of project goals
  • Prepare reporting schedule; and share with relevant staff
  • Reconcile / balance books in the general ledger and Grant Tracking System; by seeking donor approval for adjustments
  • Provide support to Program Area Grant Coordinators, to ensure that any breakdowns in the provision of project support are avoided or managed
  • Ensure donor requirements are complied with before closure of projects.
  • Attend project startup workshops and ensure that compliance matters are brought to the attention of all relevant staff.

 

3.Dealing with Problems

  • Engaged in the continuous effort to improve the grant management practices, through regular orientations on systems, tools, donors’ regulations given to field staff.
  • Tracking and compiling grant progress reports.
  • Coordination with Finance and Program staff

 

4.Communications and Working Relationships

  • Internal: With Finance department staff, relevant program staff, PU and NO staff.
  • External:  With partner organizations and with International NGOs for experience sharing, networking

 

Child Protection and Gender Equality

·         Demonstrate commitment to Plan’s child protection policy through implementing the policy in its entirety, and report any actual or potential risk situations following the reporting procedures, being aware of abuse and risks to children, being vigilant, becoming familiar with the Child Protection Policy.

·         Raise children’s rights/protection awareness and important of gender equality and respect to diversity within Plan and amongst partners and community members.

·         Ensure projects are designed based on Plan’s Gender Equality criteria.

·         Provide inputs and guidance to the program department on potential donors interested on gender equality thematic area.

Job Requirements

5.Education, Experience, Knowledge and Skills Required to Achieve Role’s Objectives

a) Educational Qualification and Experience            

  • A minimum of University degree in Accounting, Management, Economics, Social work or related development fields
  • A minimum of five years of relevant professional experience in a related field, preferably in a grants management setting
  • Proven computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Excel spreadsheets, e-mail
  • Demonstrated record of grant management, specifically grant compliance issue, at local and international levels
  • Proven ability in grant reporting
  • Excellent networking and partnership building skills
  • Proven ability to work collaboratively in a multidisciplinary team environment

b) Knowledge

  • Knowledge of main donors key requirements
  • Knowledge of grant systems, policies and procedures
  • Knowledge of project management cycle

 

c) Skills Specific to the Post

  • Grants management skills - program work preferably in an NGO setting
  • Excellent written and verbal communication skills.
