Background

The Ethiopia Data Use Partnership (DUP) supports the Ministry of Health (MOH) in addressing current Health Information System (HIS) challenges on a national scale in both urban and rural settings. One of the DUP HIS intervention is working with Universities and RHBs for Capacity Building and Mentorship Project (CBMP) in eleven woredas found in all the regions. DUP also support implementation of focused and tailored HIS interventions packages in eight woredas as learning sites.  Health service access and better health outcomes are expected to improve when HIS performance is improved in the intervention woredas. However, the effect of the interventions on data use and health outcomes is not assessed.

The objective of this study is to examine the effect of performance of Health Information System(HIS) (in terms of data quality and data use) on coverage of maternal and child health services.

A pre and posttest with comparison group will be employed to guide the overall conduct of the study. Linked health facility and population-based survey will be conducted in both intervention and comparison woredas. Two separate studies (one for the learning sites and one for CBMP sites) will be conducted. Each study will apply two stage sampling procedure (first stage is selection of kebeles and second stage is selection of households) to select 30 kebeles (clusters) and 862 targeted HHs (for the population-based survey); and 30 health posts, about 20 health centers and 9 hospitals (for the facility survey).  Similar procedure and sample size will be utilized for the comparison group.

DUP is planning to collect data for this study from households and health facilities in the woredas mentioned above.

In order to achieve the data collection, DUP is seeking a short term contractual service of the following personnel:

·       Health facility data collectors who had proven experience of collecting health facility level data on health information system.

Overall objective of the assignment 

·       The overall objective of this assignment is to collect household and health facility level data on maternal and child health services; and health information system respectively.

Specific objectives of the assignment 

·       To collect household level data on maternal and child health services

·       To collect health facility level data on health information system

·       To supervise and manage the overall data collection

Number of data collectors and supervisors needed for the data collection

The following number of data collectors are needed for this study:

·       Health facility data collectors – 18

Duration of the assignment

·       The data collection will be done from Sept 1- Oct 312020. The actual data collection will take a maximum of 20 days.

Duties and responsibilities

Health facility data collectors

·       Prepare micro plans for the health facility survey

·       In collaboration with data collection supervisor, select health facilities (health posts, health centers and hospitals) that correspond with the selected kebeles

·       Prepare micro plans in order to conduct the data collection including logistics for the data collection

·       Complete health facility questionnaire using mobile data collection application for all the health facilities under data collector’s responsibility

·       Work with data collection supervisor in order to maintain quality of the data before submitting the data to cloud server

Management and coordination mechanism

·       DUP in collaboration with MOH will manage and oversee the overall data collection at national level. At regional level, DUP staff in collaboration with RHB staff will coordinate and manage the conduct of data collection.

·       Data collection supervisors will closely work with DUP regional staff in order to manage both technical and logistic issues related to the data collection. Data collection supervisors will regularly report to DUP regional staff in order to effectively manage the data collection and collect quality data for the study.

·       Data collection supervisor will manage the day-to day activities of the data collection at woreda, kebele and health facility levels. Data collection supervisor will manage the data collectors so that they are equipped with the necessary supplies and skills to conduct the assessment.

·       DUP will provide a five days training to data collectors and supervisors in order to equip them with the necessary skills covering sampling, data collection tool, SurveyCTO, and coordination of the data collection.

Job Requirements

Qualifications and experiences of health facility data collectors

·       Qualifications – Minimum of B.Sc. or B.A degree in health sciences (public health, nursing, health informatics, etc)

·       Experience – Can demonstrate good experience on Health Information System(HIS) and Health management information system (HMIS) especially on data quality assurance and data use. Can also demonstrate experience on health facility data collection

Data collection tasks will be undertaken across the different regions of the country; and Knowledge of local languages of the region the data collector is planning to work in (Amharic, Afan Oromo, Tigrigna, Somali, etc.) is a requirement.
