MAIN OBJECTIVE OF THE POSITION In effort to control spread of covid-19 disease transmission, the government of Ethiopia on 23 March 2020, imposed a 14-day mandatory quarantine period for all travellers arriving in Bole International Airport. This includes MSF`s direct beneficiaries, the KSA migrant deportees.  One of the major   quarantine center for these deportees is in Addis Ababa Science and Technology University (AASTU) located in Kilinto.

Taking this in to consideration, it has been decided that the migrant project in MSF Spain temporarily moves it´s activities in the quarantine canter where our direct beneficiaries are currently located. The new activities include IPC (Information, Protection & control), Mental health services and Health Promotions.

MSF staff working inside the AASTU quarantine center will be on roster and there will be 2 teams (one after the other for five weeks period) supporting and living inside the AASTU compound. Staff will be working for three weeks and will be in quarantine for another two weeks and will have paid leave for a week after. Therefore full relevant trainings, PPE (personal protection equipment), accommodation, food, internet access and reduced working hours will be provided to those MSF staff members.)

Accordingly, the HP Officer will Implement Health Promotion/IEC (Information, Education, Communication) activities with patients and all the beneficiaries (Returnees/Deportees) upon their arrival in the quarantine center supported by MSF to raise their knowledge and skills on relevant medical topics.  As a Health Promoter (HP), you will work in the Migrants projects to develop strategies to address a wide range of health issues, from sexual violence care through to Covid-19 prevention. You will play a vital role in ensuring that MSF projects are accessible and relevant to the communities they serve.

ACCOUNTABILITIES •  Inform patients and communities about MSF and services it provides.

•  According to medical priorities, deliver information to the patients and community on specific health topics

•  Implement activities of health education and awareness (sessions in the Quarantine center, TCC and in the Airport), under the indications and supervision of the HP Supervisor.

• Under the guide of HP Supervisor, assess the impact of activities (with questions, verifications and behaviours observations), and report problems, success and constraints to him/her.

• Collect all type of information related to specific health and living conditions of the population, in particular to identify the most vulnerable populations to target.

•  Report to HP Supervisor: activities, problems met, strengths and constraints.

• Establish and maintain contacts with social partners, including other NGO’s, governmental health services that can provide answers to social problems.

• Keep education and communication areas clean, tidy, and professional materials available.

• Participate in creation of any material needed for the activities of information, education and communication.

SPECIFIC ACCOUNTABILITIES

•  Analyse and understand Migrants/returnees-deportees behaviour and/or practices to adapt health activities to the target group (support social mapping, use of specific tools to measure and follow up activities).

•  Be familiar with protocols for sexual and gender-based violence and ensure their application (e.g. identifying and referring victims to the medical team for treatment)

•  Contribute to monthly reports according to guidelines (statistical reports, etc.)

•  Familiar with a community-based approach

•  Flexible and able to work on various topics such as Mental Health, Covid-19,  HIV/tuberculosis, nutrition, sexual and reproductive health, chronic diseases, epidemics, sexual and gender-based violence, etc.

Job Requirements

Education  Education level in social science, social communication, nurse   or teaching  It is necessary an internal MSF training on health messages
Experience   Preferable previous experience in teaching, nursing or social work, community mobilization (for OCBA, at least two years).
Languages  Local language essential, English as mission language highly desirable
