OBJECTIVES OF THE PROGRAMME

The generation and use of policy and practice-relevant Health Policy and Systems Research (HPSR) is inadequate in many low and middle-income countries (LMIC). This impedes efforts for evidence-based health systems strengthening which is essential for the achievement of Universal Health Coverage and the Sustainable Development Goals. The problem is underpinned by several factors, including •Inadequate access of policymakers and practitioners to relevant HPSR knowledge, and lack of alignment of existing HPSR knowledge with policy and practice needs•Inadequate country capacity to generate and use HPSR for policy and practice•The fragmentation of investments towards HPSR in countriesThere is an active need for credible and authoritative voices to advance the generation and use of, and investment in policy relevant and locally relevant HPSR knowledge in countries, and for more information on country level sources of financing and support for HPSR. The goal of the National Professional Officer (HPSR) programme is to improve and align the generation of, and demand for HPSR for stronger country health systems. Specific objectives include; •Improving the understanding of the flow of investments in HPSR, the generation of HPSR knowledge, and their utilization towards systems strengthening and programme improvement•Improving the alignment of diverse efforts to invest in, generate and demand HPSR in the country•Improving the capacity of national and subnational stakeholders to demand and use HPSR knowledge

DESCRIPTION OF DUTIES

Under the overall guidance of the Executive Director AHPSR and the direct supervision of the WR, the NPO (HPSR) will perform the following:•Undertake analyses on the state of HPSR in the country, including bibliometric analyses of existing HPSR knowledge, analysis of the flow of financial support for HPSR from government and non-governmental sources; •Assist the government and relevant stakeholders to establish mechanisms and platforms for the generation and use of policy relevant HPSR knowledge to inform health planning•Assist governments and public health agencies in requesting and advocating for funding for HPSR from public health funding mechanisms and agencies, including but not limited to the Gavi Alliance, the Global Fund and the Global Financing Facility•Liaise, guide and assist the different program units of the WCO in setting research agenda, and in designing, conducting and disseminating health policy and Systems research •Support platform in which program managers and academia come together to identify priority research agenda, conduct systems research, regular review of programs and develop Policy recommendations for the ministry of health. Led by the ministry of health, and other implementing partners•Create a culture of using evidence to make programmatic decisions on health systems at all levels in the health system. •Mobilize resources and provide support for the implementation of priority HPSR agenda in health systems programs. •Perform any other related duties, as

JOB REQUIREMENT

Education

Essential: First degree as Medical Doctor from recognized University.
Desirable: Master’s degree in public health and training on Health Policies and Systems research and /or Implementation research is an added value;

Experience

Essential: At least five years’ work experience at the policy planning level with the Government of Ethiopia, and at least 2-year inclusive experience at the Primary Health Care (PHC) level.
Desirable: Proven track record of conducting Health policies and systems research or Implementation research, and experience in synthesizing, disseminating and facilitating the use of evidence to inform health policies and systems in Ethiopia or other similar settings.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 27,876 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
