Description

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The In-bound logistic advisor is responsible to lead and provide technical support to activities related to pharmaceutical quantification and procurement process at EPSA. S/he is expected to strengthen multi-disciplinary supply chain coordination to ensure for continuous available of required products.

The Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) is to ensure uninterrupted supply of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

The GHSC-PSM is currently seeking a qualified Senior Pharmaceuticals Contract Management Advisor (SPCMA) for PFSA. The advisor will work under the technical supervision of Contract Management Director of PFSA.

Purpose

The In-bound logistics Advisor for PFSA will work under the technical supervision of the Contract Management Director of PFSA. The primary responsibility of the advisor will be to provide technical assistance on Contract Management policies, procedures and support the Contract Management unit on shipment follow up process by adhering to the standard policies and supplier performance evaluation.

Specific Responsibilities:

Support EPSA annual Procurement work plan development.
Support on the redesigning of the receiving network of the inbound logistics.
Supporting in the implementation of e-procurement within the agency.
Support on the installation of strategic purchasing activities within the agency
Support in the implementation of appropriate inbound process improvements.
Work on establishing pre- qualification of suppliers for all products
Provide technical assistance and advice on the overall post-qualification process that may include developing criteria for supplier performance evaluation and conducting the evaluation based on the pre-set criteria.
Support in the development of price trend analysis for the agency
Support EPSA to cascade framework contract agreements with suppliers for selected health commodities.
Work with EPSA, EPHI and FMOH on contract management decisions of laboratory reagents, supplies and laboratory equipment so as to ensure standardization of lab equipment.
Support strengthening multi-disciplinary supply chain coordination TWGs for HIV, RH/FP, Malaria and other health commodities to ensure contract management are coordinated with other functions for continuous available of required products.
Support strengthening relationship of EPSA with stakeholders and create platform for regular communication and discussion.
Support the follow up budget utilization and liquidation of program (GF & SDG) supported health commodities.
Support EPSA In- bound logistics wing in any contract management related technical areas as needed
Maintain a good knowledge and understanding of all office rules and procedures as set forth in the project and EPSA policy manual.
Develop coaching, mentoring and skill transfer programs to build EPSA in bound logistics team staff capacity.
Exhibit Chemonics values and build culture of “Living our Values” within the team, understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff.
Carry out additional responsibilities and other duties assigned from time to time by EPSA contract management director and GHSC-PSM procurement manager or his/her designee.
Level of Effort and Location

This short-term (six months) position will be based in EPSA head office, Addis Ababa, Ethiopia

Supervision

The In-bound logistic advisor will report directly to contract management Director of EPSA and GHSC-PSM Ethiopia field office procurement manager technically and administratively, respectively.

Job Requirements

Qualifications and Desired Attributes:

Advanced degree in Supply Chain Management, Procurement, Medical Laboratory Technology, Public Health, MBA, Pharmacy, and another related field.
Seven years work experience and at least three years in contract management and/or procurement of health commodities, pharmaceuticals and laboratory reagents, consumables and supplies for HIV, RH/FP, Malaria, and other health commodities.
Demonstrated experience on in-bound logistics of pharmaceutical.
Demonstrated ability to build and maintain working relationships, particularly interacting productively, proactively, and comfortably with government agencies. Experience in EPSA system is a plus.
Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
Skilled in actively working in high-performing teams and independently deliver expected result
Self-motivated, interest and experience in managing and supervising technical staff
Excellent writing and presentation skills in Amharic and English
