Background of the Project

Established in 2007, Precise Consult International is a premiere consultancy firm specializing in finance, investment, business intelligence, designing and implementation of private sector development programs and projects. We are a leading private institution in the facilitation of private sector development revolution in Ethiopia.

The policy innovation project aims at helping unlock critical problems/gaps at policy level in the Agriculture, Finance and Health sectors to stimulate economic and social growth, by increasing the role of the private sector in a participatory policy making processes. In our context, “policy innovation” is a term coined to describe how the policy making process would not follow the traditional top down exercise. It would rather involve a series of studies and consultations, inputs from crucial stakeholders, several roundtable meetings & dialogues, refinement workshops and validations of findings; before the final product/policy recommendations are released. In addition, the entire efforts would pay more attention to new ideas (not necessarily new to the globe but to our context), that can add greater values with reasonable cost and significant impact that can help transform the current ecological and social environment.

A.  The Objective

By focusing on the health sector, the main objective of Precises’ policy innovation initiative is to instigate favorable policy innovations for sustained and equitable economic growth. The initiative seeks to achieve this by helping to organize an optimal engagement between the public sector and the private sector.  Further, the initiative will support the engagement with necessary policy analysis and by providing smart change communications to instigate broad attitudinal as well as procedural changes.

To ensure the successful implementation of the policy innovation initiative, Precise Consult would like to hire a qualified consultant for the duration of eight weeks to carry out the detailed assessment on the health sector. The assignment is categorized in three major phases focusing Desk Review and Validation Process, High-Level Analysis and Selection of Advocacy areas and Deep Dive Analysis Report and Strategy Document.

B.   Work Stream Details

Phase I: Desk Review and Validation Process

Work stream 1:  Desk review of the Health Sector

• Sector performance & innovation
• Government policies and their impact on the sector
• Key stakeholders (Government institution, private sector & development partners)
• Role of the Private Sector
• Outline general challenges and opportunities of the sector
• Potential growth drivers
• Key intervention areas (Recommendations)

Work stream 2: Validate the findings of the desk review

• Hold one-on-one interviews with stakeholders of the sector

Phase II: High-level Analysis and Selection of Advocacy Areas

The phase has two subcomponents: High-Level Sector Analysis and Selection of Advocacy Areas.

Work stream 3: This part of the assignment will provide a high-level analysis of the health sector. The high-level analysis will be used to identify priority areas for policy advocacy interventions.

Work stream 4: Selection and Prioritization of Advocacy Areas

The purpose of the prioritization exercise is to select few strategic issues to focus advocacy efforts during the remaining intervention period of the project.

 Phase III: Deep Dive Analysis Report and Strategy Document

The phase has two subcomponents: Deep Dive Analysis Report and Strategy Document.

Work stream 5: Deep Dive Analysis Report

In this phase, the consultant is expected to conduct rigorous analyses by zooming on the selected advocacy issues identified in Phase II of the assignment.

Work stream 6: Equipped with all the information generated above, the final output of the assignment is to provide alternative policy or regulatory options and develop private sector position papers. We well as a Strategy Document and action plan for the implementation of the selected priority areas of the policy intervention scheme.

The assignment should be delivered in soft and hard copy format that will be provided to enterprises and institutions. The final output of the Strategy Document may be accompanied by a presentation to selected Government and Private enterprises and institutions.
