PURPOSE

The Information Management Officer is a core member of regional WASH team. Based in the regional water bureau (RWB), the purpo se of this post is to coordinate, facilitate, collect and share WA SH related critical information . The regional IMO will be supporting both emergency WASH information flow and coordination using existing WASH cluster tools and Development WASH using the national One WASH program monitoring tools .

The regional IMO will also play a key role in facilitating and cascading the NWI II implementation and subsequently support continuous monitoring of water infrastructures as per the national One WA SH program monitoring tools and guidelines.  The regional IMO will take the lead in ensuring timely and efficient provision of up to date WASH sector information to the respective regions in close consultation with RWB and RHB, NGOs and other implementing partners .

Provide technical support with information management and analysis in the planning, formulation and implementation of the WASH cluster response and its technical components in line with the regional national response plans and international humanitarian standards.

Specific Tasks

The post holder is responsible for the collection and sharing of information related to emergency WASH response activities within their respective regions and will:

  • Respond to the Cluster participants' needs for information.
  • Maintain information databases that consolidate, analyse and report/disseminate information critical to decision making.
  • Maintain monthly reporting from Cluster participants, including 4Ws ('Who does What, Where, When and for Whom?' databases).
  • Support the estimation of spatial and temporal gaps, overlaps and coverage of Cluster activities and projects.
  • Work with Cluster/ participants to identify information gaps at Regional levels and propose ways to bridge those gaps
  • Work with the Regional OCHA Officers to develop appropriate supportive strategies.
  •  Use GIS mapping for map production and geographic data management
  • Adopt and promote the use of global standards for information management for inter- operability.
  • Manage flows of information and dissemination in an appropriate way,
  • Manage an inventory of relevant documents on the humanitarian situation.
  • Support the development and analysis of needs assessment and monitoring programmes
  • To provide information management leadership in assessments and monitoring, including joint assessments and training.
  • Lead on the preparation of SitRep inputs with emphasis on Cluster plans, targets and achievements.
  • Develop and strengthen information management capacity through the training of cluster partners
  • Contribute to the core cluster functions

METHODOLOGY

  • Use the national preparedness plan and UNICEF action plan to guide implementation of activities
  • Use the detail activity plan developed based on UNICEF action plan in line with the RWB & RHB plan
  • Use the detail activity plan developed on NOWP action plan in line with the RWB & RHB plan

 

Job Requirements

  • University degree, preferably at an advanced level, in a subject area relevant to information management
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • At least 2 years progressively responsible humanitarian work experience with the UN and/or NGO, including information management.
  • Work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience
  • Knowledge of Excel and MS Access.
  • Ability to present information in understandable tables, charts and graphs
  • The TA will be directly recruited by ABH, HR firm,  and will report to UNICEF’s WASH section.
