IOM’s Water, Sanitation and Hygiene promotion (WASH) interventions are designed to respond in emergency and post-emergency contexts, striving to provide immediate, appropriate, scalable and sustainable solutions. IOM provides lifesaving and longer-term WASH services directly, as well as through partners and in coordination with other actors for an appropriate response IOM is currently among the largest WASH agencies worldwide, with active participation in the global WASH coordination fora, as a member of the Global WASH Cluster, the Interagency WASH group and UN Water.

Providing sanitation to the most vulnerable people affected by humanitarian crises is a key component of an inclusive and integrate humanitarian response, and IOM’s WASH team strives to incorporate this for best practise in its activities.

2. Nature of the consultancy:

Objective of the consultancy

This project aims to pilot innovative solution(s) to the sanitation problems of two vulnerable groups: people living with incontinence and children under the age of two who are unable to use latrines.

Outputs and specific activities

The consultant is expected to conduct a full market dialogue during the first phase of the project, to assess local and international existing products and solutions, and their potential to be utilised in the humanitarian setting. It will require workshop with stakeholders, from the private sector, social enterprise, NGOs and government counterparts. The expected outcome of the market dialogue is a comprehensive report detailing the existing landscape, including an overview of existing stakeholders with products and services relevant to address the challenge, and the strengths and weaknesses of the different options.

The consultant is also expected to carry out an exploratory study to collect a baseline data assessment of the needs and preferences of the intended beneficiary groups in Ethiopia, as well as their current methods or solutions used to address their needs.

The findings of the market dialogue and needs assessment will support the development of a Call for Innovative Partnerships that will invite eligible entities (private companies, NGOs, start-ups, social enterprises) to develop a proposal to address the sanitation challenge for these two groups. The result of the Call for Innovative Partnerships will be Partnership Agreement(s) with one or more entities to move forward to the next phase of the project. The second phase of the project will incorporate pilot testing of the solution(s) in field settings.

The consultant is expected to develop multiple reports (outlined under tasks) to communicate the methodology and the findings of the needs assessment and market dialogue, including, but not limited to, transcripts of interviews, surveys, focus group discussions, consultations, as well as a literature review of secondary sources. All reports and materials must be provided in the form of an electronic folder.

Moreover, the consultant is expected to support in the overall project management of the project, including drafting relevant documentation to contribute to the project’s knowledge management, and liaising with the various units in IOM involved in the different processes to support the project, which may include Donor Relations Division, IOM Global WASH Support Team, Legal, and others.

The consultant will work under the direct supervision of the IOM WASH Project Manager in Ethiopia within the Emergency and Post-Crisis Unit of IOM Ethiopia.

This is an all-inclusive consultancy. All project related travel costs will be supported by IOM upon previous coordination and written approval from the direct supervisor.

3. Organizational Department / Unit to which the Consultant is contributing: (Emergency and Post Crisis Unit, WASH Department, IOM Ethiopia)

This post is situated within the WASH Team of the Emergency and Post Crisis Unit of IOM Ethiopia

The work will be focused on the Project ‘Sanitation for All’ funded by the Norway Innovation Fund

4. Tangible and measurable outputs of the work assignment**

  • Plan, develop, coordinate and support the undertaking of the baseline needs assessment, including a desktop review and field-based research and analysis. Expected Delivery date: 3 months after the start of the consultancy.
  • Plan and lead the market dialogue with private companies, NGOs, humanitarian actors and social enterprise with input and guidance from the global WASH support unit to assess what the opportunities exist in the market currently. Expected delivery date: it it expected that the market dialogue will be completed with successful outcome by the end of the 6 month consultancy.
  • Plan and deliver the launching workshop in collaboration with the relevant stakeholders in Ethiopia – governmental authorities, WASH and Health cluster partners, etc. Expected Delivery date: within two months after the start of the consultancy.
  • Lead on ensuring that project deliverables are completed on time under the supervision of the Project Manager .
  • Coordinate and support NGO partner Norwegian Church Aid (NCA) on field-based activities, particularly needs assessment
  • Coordinate and support national staff involved in the project
  • Prepare the following reports, electronically submitted to the Project Manager:
  • Market dialogue report, detailing findings from the market dialogue Expected delivery date: by the end of the 6 month consultancy.
  • Needs assessment report including methodology used, results of desktop literature review, field reports including interview transcripts and notes from focus group discussions, and data analysis and findings. Expected delivery date: by three months after the start of the project consultancy.
  • Following delivery of all reports, support the development of a Call for Innovative Partnerships for potential entities to submit tenders to address the identified needs. Expected Delivery date: by the end of the 6 month consultancy.
  • Support the selection of one or more entities to partner with for the project to produce locally appropriate sanitation solutions for adults with incontinence and young children unable to use latrines. Expected Delivery date: by the end of the 6 month consultancy.
  • Other tasks as assigned/required to support the implementation of the project.

All tasks to be completed by closure of the project.

5. Performance indicators for the evaluation of results

  • Successful organisation of workshops for the market dialogue.
  • Successful completion of reports.
  • Partnership agreement negotiated with one or more eligible entities for the pilot implementation phase of the project

6. Payment: all-inclusive lump sum of 5800 USD per month**

7. Education, Experience and/or skills required

Education

  • Masters or 1st degree in Public Health, International Development or a related field from an accredited academic institution.

Experience

  • 4 years of professional experience in fields relevant to sanitation and community engagement, as well as protection and disability mainstreaming.
  • Working experience in developing countries, working experience with IOM or any other UN agency and in conducting formative research
  • Data collection and analysis including data analysis tools such as STATA, NVivo or similar.

Skill

  • Reporting and verbal and written communication skills.
  • Stakeholder engagement.
  • Project management including organizational skills, timeline management and data management.
  • Ability to create visually engaging material such as infographics is an asset.

Language

  • Fluency in English is required for this consultancy service.

8. Travel required

Frequent travel required within Ethiopia to project field sites, as well as potentially to Regional Office in Nairobi and Geneva headquarters.
