Contract Title: Promote the Economic, Educational and/or Social Reintegration of Homeless Street Children, Homeless women with children, Homeless Elderly and Homeless Adults.

The Federal Democratic Republic of Ethiopia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “Credit” (hereinafter called “Credit”) toward the cost of Urban Productive Safety Net Project (UPSNP). Ministry of Labor and Social Affairs intends to apply a portion of the funds to eligible activities under the contracts for which this invitation for prequalification is issued.

The Ministry of Labor and Social Affairs (MoLSA) intends to prequalify service providers to improve the economic, educational and social reintegration of the Urban Destitute. It targets four main groups: (i) Children living and working in the street, (ii) homeless women with children, (iii) homeless adults (age 18-59), and homeless elderly people (60+).For this Purpose, MoLSA seeks to contract services in the existing 11 project implementation cities (Addis Ababa, Mekele, Semera, Dessie ,Adama ,Asosa,Hawassa ,Gambella, Jigjiga, Diredawa, Harar) and for the upcoming new cities in each region which joined the project in the second phase (UPSNJP). Therefore, the applicants can apply for other cities in addition to the 11 cities mentioned above in the respective regions.

The Scope of the Service expected to be provided in the four components are listed as follows;-

Street Children Category

Services to be provided for street children can include, but are not limited to, the following:

  • Outreach services to children on the street;
  • Temporary shelter, full time, i.e., with sleeping facilities;
  • Temporary home services such as lockers, meals, etc.;
  • Health and hygiene services (showers, toilets, basic health care, etc.)
  • Sport, Cultural, artistic and play activities;
  • Life skills training in areas such as health, hygiene, sexual and reproductive health, communications, budgeting, gender, etc.;
  • Educational and training services;
  • Counselling services /social and psychological support;
  • Family reunification and support, including through cash or in-kind support, to improve the economic stability of families and children’s access to health and education.
  • Different combinations of services can be provided based on the needs of the children and on the capacity of the service provider. This may include direct service provision as well as referral to other institution’s services. However, preference will be given to service providers able to offer a combination of services that address a comprehensive set of child welfare and development needs.

Adult Category

Services to be provided for homeless adults can include, but are not limited to, the following:

  • Temporary shelter, with sleeping facilities
  • Temporary home services such as lockers, meals, etc.
  • Health and hygiene services (showers, toilets, basic health care, etc.)
  • Specialized health care and support for physical and mental disability
  • Cash transfers;
  • Educational and training services, including literacy, life skills training and vocational training,
  • Counseling services/ social and psychological support
  • Employment services (including employment counseling, technical assistance, start-up capital, and follow-up)
  • Different combinations of services can be provided based on the needs of the Adults and on the capacity of the service provider. This may include direct service provision as well as referral to other institution’s services. However, preference will be given to service providers able to offer a combination of services that address a comprehensive set of needs.

Elderly Category

Services to be provided for homeless elderly include, but are not limited to, the following

  • Temporary shelter, preferably with sleeping facilities
  • Temporary home services such as lockers, meals, etc.
  • Cash transfers,
  • Health and hygiene services (showers, toilets, basic health care, etc.).
  • Social and psychological support services
  • Referral/placement in institutional care
  • Family reunification services
  • Different combinations of services can be provided based on the needs of the clients and the capacity of the service provider. This may include direct service provision as well as referral to other institution’s services.  However, preference will be given to service providers able to offer a combination of services that address a comprehensive set of needs.

Women with Children Category

Services to be provided for homeless women with children include, but are not limited to, the following:

  • Temporary shelter, preferably with sleeping facilities, for the whole family
  • Temporary home services such as lockers, meals, etc. for the whole family
  • Health and hygiene services (showers, toilets, basic health care, etc.) for the whole family
  • Cash transfers
  • Sport, artistic, play and cultural activities, with children and mothers
  • Education or daycare for the children, and adult literacy for the women
  • Life skills training and vocational training for the women
  • Social and psychological support services for the whole family
  • Employment services for the women (e.g., employment counseling, referrals, technical assistance, follow-up)
  • Different combinations of services can be provided based on the needs of the clients and the capacity of the service provider. This may include direct service provision as well as referral to other institution’s services.  However, preference will be given to service providers able to offer a combination of services that address a comprehensive set of welfare and development needs for the whole family.

The Services Providers are expected to fulfill the following minimum requirements:

  • a proper license and or registration on providing related services from an appropriate institution
  • at least two years of successful and verifiable experience in providing the proposed services for Urban Destitute  in the proposed or other location(s)
  • appropriate organizational structure for service delivery, including paid permanent administrative staff (e.g., accountant, secretary) and professional/technical staff (e.g., social worker, psychologist,Nurse, Project Coordinator) with proper qualifications for their job and clear responsibilities
  • safe and habitable spaces including sanitary facilities
  • the capacity to provide services for a certain number of clients at a time (please provide your capacity)
  • Verifiable record of collaboration with other service providing institutions.
  • An appropriate accounting and auditing system in place, as well as proper accounting procedures and documentation.

 

Applying Instructions

The service agreements will be signed for 21 months with a performance evaluation at the end of the first year, with the possibility of termination of the contract if the performance of the service provider doesn’t meet the agreed requirements.

Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Guidelines (January 2011 revised July 2014) “Procurement Guidelines”, and is open to all eligible applicants as defined in the Procurement Guidelines.

Applications for prequalification with the required documentations that show the capability of the service providers must be delivered in a written form to the address below (in person) by August 31, 2020 on or before 4:00 pm (afternoon) to the below mentioned Regional labor and Social Affairs Office. Late applications may be rejected.
