MSH is seeking a Leadership, Management, and Governance (LMG) Manager for an anticipated health project funded by USAID, entitled the Health Workforce Improvement Program (HWIP). The purpose of this activity is to strengthen health workforce management at all levels of the healthcare system, largely focusing on the public sector, at the national and local government authority level. Specifically, efforts will focus on improving pre-service and in-service education for clinical cadres; capacity building on LMG and; human resource planning, development and management. OVERALL RESPONSIBILITIES The LMG Manager is responsible for oversight, technical direction, and implementation of strategies and interventions to build capacity in leadership, management, and governance efforts at federal, regional, and local levels. The Advisor will work to build leadership and management capacity across all levels of the health system. The Advisor will design and institutionalize a National Health Sector Leadership Competency Framework and cascade LMG training down to local levels. The Advisor will also work with higher education health institutes to refine and update LMG and HRH curricula. The ideal candidate will have relevant experience, skills, and knowledge in multiple areas including program and financial management; institutional capacity building; pre- and in-service training; and human resources for health. The Advisor is aware of and adheres to MSH procurement integrity standards in all activities and assures compliance with USAID and Ethiopian regulations and requirements. The position may require domestic travel up to 25% of the time. - Strengthen leadership, governance, and management capacity and functions at all levels of the FMOH. - Design and conduct needs assessments of local partners to identify strengths and gaps to focus capacity building efforts. - Develop National Health Sector Leadership Competency Framework to standardize LMG practices within the government sector and build capacity of government HRH managers; utilize framework as a foundation for pre-service and in-service curriculum development. - Draw on and incorporate proven practices in capacity building to maximize improvement of health workforce competencies in leadership, management and governance. - Design cascade training for trainers and managers, in virtual, face-to-face, and blended methodologies, using a hub-and-spoke model. - Establish coaching and mentoring program for leadership development and succession planning efforts to promote institutional support between senior leaders and junior professionals. - At Woreda level, implement capacity building activities in line with the Woreda Transformation Agenda priorities. - Coordinate capacity building efforts with USAID and other USAID-funded implementing organizations, as appropriate. - Advise and coordinate as appropriate with the MSH Home Office backstopping team to provide necessary support.

  • Advanced or postgraduate degree in Public Administration, Business Administration, Public Health, or related field. - A minimum of 8 years of relevant experience with specific expertise in leadership and governance; institutional capacity building; human resources for health; and program and financial management. Experience in public health desired. - Experience working within the Ethiopian health system and government structures. - Experience with design and development of adult learning/capacity building using face-to-face, virtual, and blended learning approaches for pre-service and in-service training. - Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality. - Strategic thinker with motivational, managerial, coordination, and organizational skills. - Ability to work as a member of a team, and to contribute to developing a new project in a dynamic environment with initiative and a results orientation. - Proven programmatic, technical, and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local public institutions and NGOs. - Understanding of USAID administrative procedures and requirements a plus. - Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and PowerPoint. - Fluency in written and spoken English required. - Willingness to travel within Ethiopia.
