John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

The Malaria Technical Advisor will work in close collaboration with the President’s Malaria Initiative (PMI), Data Use Partnership (DUP), Disease prevention and control (DPC) directorate of the Federal Ministry of Health (FMOH) to ensure all malaria activities are incorporated into the work plan and executed efficiently in collaboration with the aforementioned stakeholders. These efforts will support the FMOH efforts to strengthen capacity of malaria monitoring and evaluation, to improve collection, analysis, and use of data for strategic decisions related to the program.

Responsibility:

  •  Mainstream malaria data recording and reporting, data quality verification, data use, and sub-system dashboards content as part of the malaria program specific training.
  • Improve malaria data quality by ensuring availability of recording and reporting tools and building capacity of Health Information Technicians (HITs) in priority woredas.
  • Support the timely stock and resupply requests of programmatic programs such as Malaria between hubs and center.
  • Pilot malaria case tracking through eCHIS in 1 Malaria Elimination Woreda.
  • Pilot (long-lasting insecticide-treated net) LLIN distribution tracking through the eCHIS in 1 Malaria High Load Woreda.
  • Support the progress on development, testing, translation and rollout of all remaining agrarian modules, with gender experts, prioritizing Malaria control/eradication modules in collaboration with National Malaria Control Program (NMCP) and other partners.

Deliverable:

  •  Malaria module is developed on eCHIS and tested.
  • Malaria cases tracked through eCHIS.
  • LLIN distribution is tracked using eCHIS in 1 woreda.
  • LLIN Campaign progress is tracked and visualized in the dashboard, and through the different HIS implemented at different levels.
  • Malaria dashboard developed under FANOS.

Job Requirements

Qualifications:

  • Degree in Pharmacy, Public Health, Information Sciences, or related field, MD is a Plus
  • Minimum of 5 years of relevant work experiences at national and sub national levels
  • Minimum 3 years’ experience in surveillance and control of infectious diseases preferably on Malaria.
  • Knowledge of the Ethiopian Health Sector Transformation Plan (HSTP) and activities relevant to the duties listed above.
  • Experience in providing technical support to implementing USAID/USG programs or interventions will be an advantage.
  • Strong experience in the digitization of health-related information systems.
  • Supply chain experience.
  • Strong inter-personal skills and ability to work well in team across partners, USAID, consultants, other donors and international organizations.
  • Written and spoken fluency in English.
  • Ability to travel up to 50% in country to support technical activities.
