ORGANIZATIONAL DESCRIPTION

The Ethiopian Medical Association (EMA) is one of the first professional associations in Ethiopia and was stablished on July 2, 1962 G.C with 100 founding members through a formal charter granted to it by the then Emperor Haile Selassie I. EMA is member of World Medical Association since 1994 G.C.

EMA’s head office is based in Addis Ababa and has a presence in five regions represented by its nine regional branch offices (Gonder, Mekelle, Bahir Dar, Dessie, Jimma, Adama, Harare, Hawassa and Arba Minch). EMA has been operational for over 59 years on promoting quality of medical service in Ethiopia and evidence-based medicine through publishing the Ethiopian Medical Journal (EMJ). The mission of the association is to: Ensure that the community gets quality health service and care; Promote the highest standards in medical education, science, art and practice and Ensure the rights and benefits of medical professionals (doctors) and act as their voice

JOB SUMMARY

Under the supervision of the Executive Director, the Program Development &Management Manager is responsible for planning, executing and completing all projects of the association on-time, within budget as agreed with key project stakeholders. The Manager plays a key role in providing over all leadership and operational oversight of programs and projects for the effective and timely delivering of results to the required level of standards. S/he coordinates the planning, organizing, leading and implementing the duties and responsibilities of the program department. S/he is responsible to manage program operation and budget management of projects at all levels and oversee the works of employees under his/her chain of command. S/he also responsible for devising resource mobilization strategies to help ensure sustainability of the association’s programs including but not limited to identifying potential sources and devices techniques of mobilizing the resources for the smooth operation of the Association.  And serves as primary responsible person for the Healthy diet policy implementation advocacy project of EMA to be implemented in collaboration with Global Health Advocacy Incubator and MOH.

Duties and Responsibilities

Leadership

  • Lead the implementation of work plans and interventions in the healthy diet policy implementation advocacy project, coordinating inputs from technical experts from within EMA as well as from other stakeholder and partners.
  • Leads and ensures the effective and efficient implementation of all projects of the association
  • Model a proactive, problem-solving attitude which encourages teamwork and fosters high motivation and enthusiasm with colleagues;
  • Promote EMA’ overall organizational goal and objectives to help ensure organizational and program sustainability;
  • Establishes and maintains friendly relationship with all the relevant authorities and partner organizations of the association
  • Represent EMA in the MOH, MOSHE and other stake holders on the assigned forum and identifies possible business development opportunities
  • Ensures the proper and efficient utilization of all project budgets of the association in collaboration with the Finance and Admin Department.
  • Coach, mentor, motivate and supervise all program team members of the association and influence them to take positive action and accountability for their assigned work

Business development, networking and partnership management

  • Leads and coordinates the development of business development strategy document of the association and ensures its proper implementation
  • Assesses opportunities for resource mobilization and responsible for identification and mapping of current and potential income generating activities and business development programs.
  • Develops various project proposal and concept notes relevant to the association’s focus areas (Medical education, medical practice, ethics and professionalism
  • Identifies emerging sources of funding; assessment of their current usage and potential for the future.
  • Ensures effective and efficient management of resources
  • Establishes proper management and engagement mechanisms for the association and ensures its effective implementation towards the realization of the mission vision of the association
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure coordination of resources and efforts;
  • Work in collaboration with the MOH, MOSHE, HERQA, EFDA, other minister offices, relevant civil society organizations and sister professional associations.
  • Advises and assists the Executive Director in the formulation and implementation of various projects in the Association.
  • Drafts and revises agreements with donors and recommends the higher officials for MOU agreement and its implementation.

Program management and implementation

  • Plans, organizes, coordinates, leads and controls the implementation of all project initiatives in EMA.
  • Develop project technical work plans, budgets and regular activity work plans and ensures that deliverables and milestones are met in a timely fashion;
  • Coordinate engagement of policymakers at MOH, EFDA, FAG (Federal Attorney General), CoM (Council of ministers) to advocate for the implementation of healthy diet policy in Ethiopia and other EMA initiatives.
  • Leads the media advocacy activities to increase awareness among different audiences about the right to adequate and healthy food and to promote the adoption of the food policy.
  • Coordinates the review and analysis of evidences for policy development and  advocacy
  • Monitor program outputs and results related to the all-project work plans of the association to ensure that these are documented and reported accurately.
  • Compile additional documentation, such as case studies or special reports, program learning, research manuscripts when indicated;
  • Provide support to other departments deemed necessary;
  • Communication and reporting
  • Prepares annual & quarterly technical activity and budget reports in collaboration with Monitoring and evaluation officer and submits to the executive office
  • Provide regular reports on program and work progress to the executive director and other responsible bodies;
  • Ensures donor compliances are met;
  • ensures the proper documentation and dissemination of reports to EMA partners and members in a timely manner
  • Organize project result dissemination workshops, develops program learning documents and ensures its proper documentation and dissemination to the proper audiences 
  • Communicate project risks and issues to relevant stakeholders and prepare risk mitigation plan
  • Perform other duties assigned to him /her by the immediate supervisor.

Job Requirements

Education and Qualification

  • MPH/MSc and /MD/BSc in Public Health or any health related professional.
  • 9/11years experience out of which 4/5 years should be in managerial /supervisory position. In addition, experience in International NGO environment, working in donor-based systems, Extensive knowledge and experience in proposal writing, managing partnership and grants from multilateral and bilateral organizations and government organizations like FMOH, regional health office and are mandatory. Working experience with universities, medical schools and hospitals would be a plus.

 Required Skills & Abilities:    

  • Strong proposal writing and business development skill
  • Advocacy, lobbying and negotiation skills for policy change
  • Having sound knowledge of Program /Project Management, M&E, Budget Management
  • Having demonstrable knowledge and experience of managing grants of multiple funding organizations;
  • Having strong MS office and the ability to use new technologies.
  • Ability to work in a complex and demanding environment with multiple tasks, short deadlines and intense pressure to perform;
  • Effective communication in English and Amharic (written and oral) with strong presentation and writing skills;
  • Project management, supervisory and people management skill is highly desirable.

Language

  • Fluency in spoken and written English.
