ROLE PURPOSE:

The job Holder will be responsible for coordinating the monitoring, evaluation, accountability & learning efforts of Humanitarian projects to ensure high quality programming for children, youth, partners and donors.   In close collaboration with Central MEAL teams, the MEAL Specialist will play leading role in coordinating the implementation of strategies to ensure proper planning, implementation, monitoring, and evaluation, accountability mechanisms of the program and the timely dissemination of best practices & lessons learnt.  She/he is responsible to ensure that the delivery and quality of the programs is in line with SCI’s Minimum Operating Standards, Donor requirement, SC MEAL Framework and specific programmatic approaches designed by the projects

KEY  DUTIES &  RESPONSIBILITIES

Programme Support at Country Office level:

  • Ensure minimum standards of humanitarian projects are maintained in accordance with SCI MEAL in emergency procedure and Sphere Charter and Red Cross Code of Conduct.
  • Provide technical support to Project Managers/Coordinators on developing and implementing Humanitarian M&E plan, Detailed Implementation Plan (DIP) & Logical/Result Framework.
  • Lead the implementation of accountability mechanisms including accountability assessment, set up CFRM, manage, analysing, and presenting feedback data for action.
  • Support technical sector specialists to ensure that projects are carried out with DO NOT HARM and protection principles with participation from all disaster-affected communities (including children), that information is shared with affected communities (through traditional and high-tech solutions).
  • Coordinate and oversee the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities.
  • Compile and produce quality organizational reports as per the donor and partners requirements; documentation/sharing of success stories, best practices and lessons learned on a regular basis
  • Undertake field visit to monitor and supervise project implementation, identify bottlenecks and success stories
  • Supporting project teams to implement baseline, mid-term and final evaluations, as well as country-level data analysis and participate in formative & operation researches, joint projects monitoring and reviews / lessons learning workshops/events.
  • Closely work with the Central MEAL team and other field level MEAL staff on the design and rollout of standardised monitoring tools and methodologies.
  • Perform other duties as and when delegated by the line managers

Capacity Building:

  • Identify learning and training opportunities for MEAL staff, humanitarian staffs and work as a mentor for less experienced staff.
  • Conduct training and awareness raising activities for operations technical staff at field level regarding MEAL priorities and quality standards.

Representation, Advocacy & Organisational Learning:

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and government, and support Inter-agency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination-working groups, participating in inter-agency coordinated joint MEAL activities (for instance, inter-agency RTEs).
  • Lead on accountability activities, including the development and use of information materials and the establishment of a pilot complaints response mechanism.
  • Promote learning throughout the area office, particularly on issues of programme quality. Regularly produce and report on best practices and case studies.
  • Work with communication team to document and share progress and achievements of the humanitarian programs in the country office

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Minimum BA degree in an area of social development or equivalent.
  • At least 8 years’ experience of working in humanitarian programmes with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E in emergency contexts, preferably with solid experience in more than one of the Save the Children priority sectors:  health and nutrition education, protection, Child rights governance, and child poverty
  • Previous working in MEAL in emergency response experience is an asset
  • Demonstrable statistical data analysis experience using MS Excel, SPSS or STATA
  • Extensive experience using electronic data collection such as Tangerine, ODK or KoBo platforms
  • Experience working through systems of community participation and accountability
  • Demonstrated monitoring and evaluation skills, including planning/participating in evaluations
  • Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing and complaints response mechanisms.
  • MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
  • Ability and willingness to travel to field sites and work in remote locations, often for prolonged periods of time
  • Experience in and proven ability to support, train and mentor staff and partners in monitoring and evaluation methodology
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Strong results orientation, with the ability to challenge existing mind-sets
  • Ability to present complex information in a succinct and compelling manner
  • Knowledge of qualitative and quantitative research methods.
  • Fluency in English (both verbal and written
  • Commitment to and understanding of Save the Children strategy, vision, mission, values and principles, good understanding and commitment to principles of child rights and child protection
