Scope:

The Emergency Midwife Nurses: will be responsible to provide maternal health package is composed of antenatal and New-born Care. ANC including Iron Supplementation, provision of TT vaccination, distribution of clean and safe delivery kit, identification of high risk mothers and facilitation of referral system to the nearest health facility, birth preparedness & complication readiness, counselling on Family Planning (FP), breastfeeding & HIV. Others are promotion and perform safe delivery &/or assist linkage to maternity waiting homes at identified hospitals, post- natal care (PNC) though follow up home visit and Vitamin A supplementation, Family Planning to lactating mothers as well as managing acute and life threatening illnesses and provide referral services to higher health facilities as needed. The Midwife is responsible for planning, implementing and monitoring of IRC’s Health (HIV/AIDS and RH) in the assigned Districts/Woredas under Shire field office. The Midwife nurse directly reports to the team leader and will also be technically supported by the Health senior health officer based in Shire/Adiharush. The RH Mentor manages IRC’s Health projects with the Health officer and other actors and the incumbent is also responsible for ensuring adherence to the implementation of program activities according to nationally accepted standards.

Responsibilities: Technical

  • Conduct ANC, and PNC.
  • Provide FP, and Vaccine.
  • Ensure delivery plan with all registered pregnant women
  • Provide health education particularly on RH/HIV/AIDS including IYCF
  • Ensure referral of obstetrical emergencies.
  • Ensure that all specified HIV/AIDs and RH activities are implemented.
  • Liaises and creates strong linkages with other sectors Nutrition, U5 Childhood illness OPD, SGBV, Hygiene & sanitation.
  • Conduct rapid assessments to identify gaps in training, need for refresher training and additional skills strengthening of facility-based MCH workers; HEWs.
  •  Provide comprehensive, high-quality RH services.
  • Provide technical support for the development and use of clinical RH job aids and or social and behavior change communication (SBCC) material that support the demand generation activities on RH services.
  • Represent IRC in field based coordination meetings, workshops and task force meetings at Woreda/district level.
  • Keep health program activity records both in soft and hard copies and provide activity reports as required by IRC and on time.
  • Ensures that HIV/AIDs and RH/FP interventions are utilized as per the standard protocols, policies and guidelines of MoH and WHO.

Program Management

  • Follow all IRC’S standard grant Management tools as recommended by the Addis based health unit and M & E unit. (grant management)
  • Ensure that all activities are implemented in accordance to the work plan and that targets are met. (grant management)
  • Monitor the implementation of HIV/AIDs and RH activities in MHNT sites and health facilities. (monitoring and evaluation)
  • Ensure that the stared goals and objectives of the program are met. (monitoring and evaluation)
  • Ensure establishment and maintain quality data management system for both RH and HIV/AIDS projects (monitoring and evaluation)

KEY WORKING RELATIONSHIPS

  • Work closely and receive technical support from the MHNT Team Leaders, MHNT nurse and senior Health Officer, (internal)
  • Work closely with District/ Woreda HAPCO, Woreda Health Offices, Woreda health facility staff members, and other NGOs.  (external)

Job Requirements

  • Diploma/BSC in Midwifery with at four/two years experiences for diploma and BSC degree respectively and having NGO experience is highly desirable.
  • At least one year of clinical experience in directly managing RH, including family planning (Long acting –reversible contraceptive (LARC) ), antenatal care, delivery, postpartum care, comprehensive abortion care, neonatal care, understanding and familiar with adolescent-friendly Reproductive health care services.
  • Up-to-date knowledge of comprehensive clinical RH management practices and its guidelines are advantageous.
  • Knowledge and skills in clinical mentoring of MCH Clinicians
  • Knowledge on culturally sound IEC/SBCC material on RH and HIV/AIDS topic.
  • Experience in organizing and facilitating trainings.
  • Excellent written and spoken English including local language.

Personal specifications

  • Ability to work under pressure, long work hours and high workload.
  • Excellent communication skills-verbal and written ones. Communication in English and local language is a key requirement. Knowledge of Tigrigna language is an advantage.
  • Self-motivated, honest, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Ability to constructively address gaps and weaknesses.
