Resolve to Save Lives is a global health initiative that aims to save millions of lives by reducing preventable deaths from cardiovascular disease and to prevent infectious disease epidemics. Resolve to Save Lives (RTSL) is housed within Vital Strategies.Since September 2017, the Resolve to Save Lives Cardiovascular and Prevent Epidemics teams have been working closely with governments, the World Health Organization, the World Bank, academic and other partners in a number of countries to strengthen national capacity to prevent, detect and respond to epidemic threats and to implement a core package of interventions to reduce cardiovascular disease. In collaboration with the Ethiopia Public Health Institute, Resolve to Save Lives seeks to establish a six-member team to providetechnical expertiseand support to the Government of Ethiopia to accelerate progress towards compliance with core capacities of International Health Regulations (IHR 2005). Working across multi-disciplinary teams and multiple government departments, this team will be composed of a Senior Project Manager, a Senior Health Advisor, ‘One Health’ Technical Advisor, a Monitoring and Evaluation Advisor, two Legal Advisors and a Communications and Media Specialist. The team will work to accelerate the implementation of the National Action Plan for Health Security (NAPHS) and improve capacity indicators across 19 different technical areas.

Overall Role.The Monitoring and Evaluation (M&E) Advisor will be responsible for leading the development and roll-out of an effective Monitoring and Evaluation framework for the project. She/he will also oversee data management processes to track performance and inform programming in Phase 1 of the National Action Plan for Health Security implementation. In addition, the M&E Advisor will assist the project in conducting self-assessments and providing technical support to address M&E capacity gaps.

Key Duties and Responsibilities:

·         Develop a work plan for each phase of the A-team’s tasks

·         Develop a monitoring plan for each activity of the A-team work plan

·         DevelopMonitoring and Evaluation plan including process and outcome indicators and data collection tools for each priority activity of the National Action Plan for Health Security supported by the A-Team

·         Develop a self-assessment and scoring tool based on the most current JEE tool to monitor Ethiopia’s progress on the Joint External Evaluation scoreboard

·         Support Regions on the self-assessment of IHR core capacities

·         Develop proposals (costing plans) and costing data collection tools for selected priority activities of the National Action Plan for Health Security supported by the A-Team

·         Develop relevant indicators and undertake economic evaluation (CEA) for selected priority activity of the National Action Plan for Health Security supported by the A-Team

·         Conduct project effectiveness and efficiency and optimization

·         Organize and ensure regular, valid and complete data collection related to the plans described above

·         Develop and maintain a system and procedures for generating quality project reports to key stakeholders in line with the project objectives and according to the Monitoring and Evaluation work plans.

·         Coordinate, develop and monitor projects implementation and undertake capacity building activities (including training, mentor ship, supportive supervision and feedback).

·         support strategic partnerships with relevant stakeholders from national to woreda levels

 

Job Requirements

· MA/MSc in Monitoring and Evaluation, health informatics oran MPH in M&E or related concentration

·  Minimum of 10 years of relevant experience in Monitoring and Evaluation of large-scale health and health service delivery and systems strengthening programs

· Experience in design, development and implementation of Monitoring and Evaluation systems and plans,preferably in the health sector

· Knowledge of monitoring and evaluation of Global Health Security Agenda /International Health Regulations programs strongly preferred

·Experience in technical support provision and training in M&E

·Knowledge of Ethiopian health policies

· Fluent in written and Spoken English and Excellent presentation and communication skills

· Demonstrated experience in collaborating effectively with a variety of partners both within and outside government

· Knowledge& experience of public health research and have publications on peer reviewed scientific journals
