The non-profit media development organization International Media Support (IMS) is in close cooperation with Fojo Media Institute and other international partners implementing programs to support media reform and assist in the professionalization of journalism and media management in Ethiopia. We are working closely with Ethiopian institutions and media partners. An office in Addis Ababa is soon established, and the Program Officer for Journalism and Media professionalism will be part of the team initiating and implementing the programs.

Main responsibilities

The main responsibility of the M&E Officer is to maintain a culture of continuous learning and development in the Ethiopia office and the headquarters of IMS and Fojo. This requires the development of proper systems and tools for effective monitoring and evaluation of the different project activities, regular documentation, and sharing the learning experiences, as well as continuous integration of new insights and learning into the programs’ design and implementation.

The M&E Officer will be working closely with project management teams, and local partners to collect and analyze data in light of the project results frameworks and offer recommendations to enhance the projects’ performances. The M&E Officer will collaborate closely with the HQ M&E Advisor as well as another relevant HQ team. In the local office, she/he will work with the Ethiopian program officers and the management team.

Scope of Work and Main Tasks

  • In collaboration with the HQ M&E advisor and the project team, develop and implement an effective, results-based M&E system for the project
  • Train and assist program officers in the M&E system, and secure a culture of continuous monitoring, evaluation, learning, and documentation of results, lessons, and sharing of experiences in the team.
  • Ensure timely reporting of implementation progress and results
  • Support project partners in developing their capacity in M&E
  • Coordinate and align the M&E plans and related activities of two initial media development programs.
  • Act as the key capacity in the Office of research, handling of data, analytics, and facilitating coherence, cooperation, and coalition-building with partners and between partners.

Detailed tasks:

  • Support the project team in implementing the project’s Results Framework and M&E plan
  • Assist in developing and adapting monitoring and evaluation templates and tools for data collection and documenting results
  • Conduct demand-driven training and workshops for the local project team/s and partners to capacitate them on M&E
  • Support and advise the project team/s in collecting, analysing and documenting data and store data in a safe and accessible way
  • Support and advise partners in carrying out relevant M&E activities
  • Assist in designing, coordinating, and conducting pre- and post-activity evaluations
  • Assist in providing technical support on M&E and evidence-based recommendations to the program management and to Implementing Partners.
  • Ensure that implementation of field activities adheres to the project Results Framework
  • Field visits to collect monitoring data
  • Facilitate learning and adaptation sessions based on existing monitoring and evaluation data
  • Support and advise in writing project reports
  • Quality assurance of partner reports
  • Make recommendations for adaptation and improvements based on monitoring and evaluation information
  • Assist the program management Steering Group in the process of periodical review of the program theory of change in light of lessons learned and contextual developments
  • Document and communicate project results and lessons learned

Duration and location

  • This is a part-time position (30h/week) for 1 year with a probation period of 3 months, and with the possibility of extension.
  • Salary will be commensurate with experience and IMS policies.
  •  Starting date: As soon as possible.

Job Requirements

Qualifications and Experience:

  • Excellent interpersonal and communication skills.
  • Excellent analytical skills.  And good report writing skills.
  • Ability to work on own initiative as well as a member of a team.
  • A minimum of a Bachelor’s degree in Social Sciences, Project management, or other related fields
  • A minimum of three years of professional experience in project M&E, including capacity development
  • Demonstrable experience in Results-Based Management
  • Demonstrable experience in designing and implementing tools and strategies for data collection, analysis, and writing reports
  • Up-to-date knowledge of M&E tools and methods
  • Experience in qualitative and quantitative data collection methodologies
  • Excellent spoken and written English, and Amharic. Proficiency in other local languages an asset.
  • Experience in media development and/journalism is an asset
