Roles and responsibilities of  MEL  Officer

  • Handles the design and development of the MEL system and ensures that it is utilized across all the implementation sites. In addition to that S/he should make sure that M&E is an integral component in all objectives areas.
  • In consultation with the project team members, she/he is responsible for the development of the M&E plan from the approved project document and will monitor whether the plan is being implemented in a timely and quality manner.
  • Together with the other team members, the MEL officer will undertake regular data flow mapping to oversee project implementation. S/he will also supervise quality of services, data collection, collation, storage, analysis, and reporting process ensuring that data is audit worthy. She/he will also extend MEL technical support to WCSs engaged in project implementation in order to identify areas of support for strengthening MEL related activities for WCs (this includes monitoring progress compared to plans).
  • In consultation with the Project Coordinator and other project team members organize regular assessments and review of project progress for proper reflection, learning and future programming.
  • Lead in the development and implementation of the project’s DQM and RDQA plan to ensure data quality at implementation sites. This includes the development of Standard Operating Procedures, establishment, and maintenance of RDQA files as well as organizing internal RDQA.
  • Assist the presentation, delivery, and documentation of research or key learning materials to key stakeholders involved.
  • Be proactive in identifying and undertaking action research to test new innovations, identifying better opportunities and approaches and rolling out into organizations programs.
  • Effective contributor to proposal development, review and improve MEL technical narrative and budgets within proposals, support development of SMART indicators with technical teams, ensure quality mechanisms are in place, and ensure consistency with the organization and MEL strategies
  • Builds and maintains effective relationships, with their team, colleagues, members and external partners and supporters
  • Ensure that regularly updated MEL mechanisms are in place for the project including technical reports and MEL tracking tools that identify necessary future actions
  • Make sure project data is timely entered into the database, properly analyze data and generate analytical summaries to be used for reporting.
  • Make sure that all reports to be submitted to the Government and donor are complete, consistent and accurate.
  • Facilitate compilation of regular monitoring reports prepared by different Project staff along with evaluation recommendations.

JOB REQUIREMENT

Qualification

  • University degree in M&E, statistics, economics, social sciences or related discipline, training, and knowledge on MEL

Experience and Technical Skills required

  • A minimum of 5 years of work experience within the NGO field.
  • At least 2 years of working experience in Coordinating integrated program and monitoring and Evaluation
  • Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing data.
  • Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis and USAID funded project experience is an asset
  • Skills in developing MEL plans, data collection tools, indicators development, data quality management, and survey/assessment undertakings.
  • Ability to analyze M&E technical issues, to write clear and concise reports and to make effective oral presentations.
  • Computer literacy in basic Microsoft applications, database, and statistical software.
  • Ability to undertake frequent field travels to project areas on a regular basis
  • Demonstrated analytical and report writing skills.
  • Excellent written and oral communication in English.
