We are now seeking to fill the position of Monitoring, Evaluation and Learning Specialist

with a candidate who is competent, motivated, and passionate in international development issues.  This position is an ideal opportunity for a candidate with a minimum ten years of experience who is eager to be involved in all aspects of monitoring and evaluation and who would thrive in a collaborative, diverse, diligent working environment in Ethiopia.

Position Summary

Monitoring, Evaluation and Learning Technical advisor is expected to perform a variety of functions related to research that represent different levels of independence including designing data collection tools and guideline, collecting both qualitative and quantitative data. Provide leadership and expertise in conducting complex research activities, including planning, organizing, conducting, and communicating research studies within the overall scope of a research project assigned by the program director. These responsibilities will require close communication and collaboration with other program staffs.

Main Duties and Activities:

Monitoring, Evaluation and Learning Technical advisors will be responsible for:

  • Lead, coordinate, and perform a variety of complex independent and team activities involved in the collection, analysis, documentation and interpretation of social, economic or health related information.
  • Supervise, provide advisory, and guidance to project staffs. As part of his/her tasks the incumbent will build capacity of staff and partners on M&E tools and analysis, data management, data analysis
  • Work with partners and field staff in the development, implementation, and quality assurance for monitoring and evaluation systems and activities
  • Work collaboratively with key program staff in planning for M&E activities, budgets, timelines and level of effort requests
  • Contribute to the knowledge sharing and transfer process of lessons learned
  • Provide technical support in all aspects of Monitoring and Evaluation for operation including provided on the job training

  • Coordinate the development of forms, questionnaires, translate the questionnaires into the local languages, and the application of qualitative and quantitative research techniques.
  • Write procedures manuals for data collection and coding.
  • Evaluate and interpret collected data and prepare oral presentations or written reports and analyses setting forth progress, adverse trends and appropriate recommendations or conclusions.
  • Establish work procedures, select sources of information and specific data, set up interviews with appropriate authorities or subjects and prepare correspondence to locate the specific data required.
  • As lead or principal investigator in developing plans for research projects and to discuss the interpretation of results and the preparation of manuscripts for publication.
  • Train field personnel such as enumerators and field level supervisors in research methodology. Supervise the work of other staffs employees engaged in the collection and tabulation of data.
  • Perform other related duties incidental to the work described herein.

Job Requirements

Required Credentials and Competencies:

Required:

  • Master or PhD degree in development studies, economics, public health, or related field.
  • 10 years of work experience in operational field research including designing data collection tools and guideline or a combination of education, training, and experience which provides the desired knowledge, skills, and abilities necessary to perform the position’s essential duties and responsibilities.
  • Knowledge of and quantitative and qualitative research methods.
  • Ability to manage multiple tasks simultaneously and work independently as well as part of a fast-paced team.
  • Experience in report-writing.
  • Fluency in written and spoken English.
  • Proficiency in MS Office (Excel, Power point, etc …).
  • Highly motivated, flexible, self-sufficient worker, able to take on tasks with basic direction and minimal supervision; and

Desired:

  • Experience in project planning and implementation.
  • Development-related work experience in NGOs, research institutes, donor agencies, and/or consulting firms; and
  • Experience using STATA, SAS, or other data analysis software
