Education Development Trust is implementing DFID funded TARGET project (which stands for Technical Assistance to Reinforce General Education Quality Improvement Programme for Equity, GEQIP-E) in Ethiopia since August 2019, through providing targeted Technical Assistance to the Ministry of Education at Federal, Regional, Woreda and school levels.

Job Description

 

Job Title:                  Partnership and Incubation Manager

Group:                    Education Services Group

Usual office base:           Addis Ababa frequent travel  to  field

Job purpose:

The Partnership and Incubation Manager will provide operational and technical support, coaching and mentoring to CSOs/NGOs to ensure that TARGET school improvement fund is implemented in compliance with Grant agreements to effectively support schools in emerging regions and lead the establishment and running of the incubation hub.

 

Job Objectives:

 

  • Oversee the development of the Incubation Hub Methodology (training, mentoring and QA) to help local institutions access support to achieve the DfID’s required levels of quality and compliance
  •  Review contracts, MOUs and teaming agreements from partners and funders.
  •   Liaise with the Programme Manager in the management of GEQIP E partnerships including due diligence of prospective partners.
  •   Perform grant administration ensuring major deliverables are tracked and reports and invoices are submitted in time and that these are aligned to the reporting requirements;
  •  Liaise with the programme team to monitor level of delivery and where adjustments may be necessary through revision of contract terms and cost/no cost extensions.
  •  Liaise with School Improvement Lead to ensure technical alignment with TARGET programme
  •  Manage regular communication and follow-ups with funders, partners and sub grantees clarifying any contractual issue that may arise;
  •  Support the Incubation Hub Research Officer/s in the development of the incubation hub methodology (training, mentoring and QA) and to help local institutions access support to achieve DFIDs required levels of quality and compliance
  • Liaise closely across the GEQIP-E TA team in the development of incubation hub projects
  • Lead the identification of support needs and development of support plans (administrative, financial, project management and delivery) of incubation hub partners and liaise across the GEQIP-E TA team to ensure that timely and relevant support is provided
  • Support the IMRO and provide technical assistance to ensure that projects are successfully implemented and well documented
  • Lead the transfer of programme delivery and research/ M&E capacity to local experts and partners under the incubation hub
  • Take   responsibility   for   administrative   section   of   designing   program   proposals   and implementation frameworks that are in line with donor and Education Development Trust requirements.
  •  Provide technical assistance to partners and sub-awardees in the implementation and management of the grant cycles, budgeting, financial reporting and donor compliance.
  • Regularly monitor projects’ and partners’ performance against key indicators, taking appropriate action where necessary including flagging risks for appropriate management action.
  • Lead in organizational capacity assessments of identified CSOs
  • Participate in identifying and assessing the potential of private sector service providers
  • Facilitate submission of applications by providing the required information
  • Encouraging and supporting CSOs in the preparation of concept notes and the grant applications/proposals
  • Participate in the assessment of grant applications/proposals
  • Facilitate grant transfer to awardees/grantees
  • Monitor grant management/resource utilisation of partner CSOs.
  • Prepare monitoring reports and share feedbacks with CSOs in a timely manner.
  • Participate in the preparation and submission of quarterly reports on activities of the units.
  • Review CSOs six-monthly reports and provide regular feedback to CSOs.
  • Capture and share knowledge and experiences to promote learning.
  • Assist CSOs in addressing value for resource, gender equality, social inclusion and other dimensions of diversity strategies.

Person specification:

Knowledge

Essential:

  •  MA Degree in education related fields, project management or other relevant courses
  • Knowledge and experience of project management frameworks
  • Knowledge of the education sector in Ethiopia
  • Good understanding of networking and partner relationship management
  • Good experience in partner capacity development activities
  • Excellent knowledge in compliance and partnership management, project management

Desirable

  •  Certification in project management

Experience

Essential:

  •   At least 8 years relevant experience of which 3 years as partnership management
  •  Prior experience in working with downstream partners and donor reporting
  • Knowledge of DFID fund requirements and demonstrated experience working with one or more of the following categories of funders; bilateral, multilateral, Corporations, Foundations and various Government agencies;
  •  Ability to handle and assimilate complex information efficiently and promptly.
  •  Prior exposure in working with a team in developing and reviewing proposals
