CLM – Climate Sensitivity Innovation for Land Management

Since 2008, the Ethiopian government, namely the Ministry of Agriculture, operates the Sustainable Land Management (SLM) program to reverse land degradation and increase agricultural productivity in the highlands. The SLMP aims at reaching two million households in more than 7,000 micro-watersheds in Amhara, Benishangul Gumuz, Gambella, Oromia, SNNP and Tigray. GIZ provides technical assistance to this national flagship program since its inception, at national, regional and local levels. The new program module “Climate-Sensitive Innovations in Land Management” (CLM) will run from July 2021 to June 2024. It focuses on capacity development of SLM actors through policy and institutional advisory, field-level coaching and advisory services, training, networking, piloting field activities as well as research and communications.

Responsibilities

  • Advise on and facilitate policy development processes in the NRM sector of the MoA
  • Facilitate and coordinate implementation of targeted capacity development measures for local partners on key strategic interventions of CLM program
  • Undertake evidence-based policy review and strategic formulation to be integrated into government investments and for knowledge transfer
  • Provide research support for the purpose of producing relevant analysis and guidance on emerging NRM/SLM issues of global significance.
  • Conduct data analysis, case evidence and research findings to distil relevant lessons in support of NRM for sustainable development (SD) policy and strategy development.
  • Legal and regulatory review for a legal framework and implementation mechanism to support transformation in the NRM Sector as well as institutional capacity building
  • Contribute to develop, and manage strategic relationships with MoA, regional governments, civil society, private sector, and other relevant actors in order to position GIZ and influence the global agenda in the area of natural resources for sustainable development.
  • Support GIZ -CLM team’s engagement in interagency coordination in relevant policy areas by providing research insight in sustainable NRM.
  • Analyze the actors landscape and review the capacity gaps in the agricultural extension system at federal and region level in the implementation of large scale programs in the highlands of Ethiopia
  • Legal and regulatory review for a legal framework and implementation mechanism to support transformation in the NRM Sector as well as institutional capacity building
  • Support in the update of existing strategies and guidelines to add NRM technology development as one of the potential areas in strengthening the public and private extension system.
  • Provide inputs and compile relevant data related to strategic GIZ global and /or local partnerships in sustainable NRM to fulfil corporate and donor reporting, advocacy and information-sharing requirements (in coordination with other teams as required)
  • Perform any other task given by the project management

Job Requirements

Required qualifications, competencies, and experience

Qualifications

  • University degree (MA, PhD) in an area related to the program objectives, such as: agriculture, rural development, natural resource management, development studies, economic development or other relevant subjects.
  • Excellent knowledge of English and Amharic language, written and spoken.
  • Excellent working knowledge of standard computer applications such as MS Office applications (Outlook, Word, Excel, PowerPoint etc.) and ICT

Professional experience

  • Minimum of 10 years of professional experience in agriculture, natural resource, economic development and related areas within government, an international agency and/or the private sector.
  • Minimum of 5 years in a senior management or leadership role in a multicultural and international environment with strong ability to motivate and coach team and individuals
  • Experience in working for GIZ projects and familiarity for GIZ’s rules and regulations

Other knowledge, additional competencies

  • Excellent knowledge of the GIZ rules and regulations and of GIZ project cycle management.
  • Thorough knowledge and understanding of SLMP guiding documents (PIM, CBPWD, operational Manual, etc.).
  • Proven experience and ability to manage a large project.
  • Excellent skills in systemic and strategic thinking, planning and management.
  • Demonstrated experience in developing and building good working relationships with development partners, government organization and with other public and private sectors.
  • Excellent working knowledge of standard computer applications such as MS Office applications (Outlook, Word, Excel, etc.).
